There is circulated joint Report No. ICC-026-12 (42kb pdf) dated 2 August 2012 by the Depute Chief Executive & Director of Housing and Property and the Director of Planning and Development inviting Members to note the establishment of the City Development Officer Working Group and describes its membership and aims. It asks Members to agree the proposed reporting arrangements.
The Committee is asked to note:
a. the establishment and aims of the City Development Officer Working
Group;
b. the membership of the Group.
The Committee is asked to agree that:-
a. the reporting cycle to the City Committee will be every six months;
b. Directors on the CDOWG will meet with the City Administration Leaders
every quarter; and,
c. the CDOWG establishes a framework for working with and reporting to the
Inverness Partnership.
10. River Ness Flood Alleviation Scheme (Tidal Section) –

There is circulated Report No. ICC-027-12 (3873kb pdf) dated 1 August 2012 by the Director of Transport, Environment and Community Services inviting Members to approve the layout plans for the Streetscape works associated with the River Ness Flood Alleviation Scheme (Tidal Section), and to note that further reports will be taken to the Committee in relation to the parking and traffic management arrangements for Huntly Street, the funding package for the Streetscape works, and a funding application for a programme of public art projects associated with the Streetscape works.
The Committee is invited to:-
i. approve the proposals for the Streetscape works associated with the River
Ness Flood Alleviation Scheme (Tidal Section) as set out in Appendix A,
ii. note that a further report on parking and traffic management arrangements
for Huntly Street will be taken to the Inverness City Committee in due
course,
iii. note that a further report will be taken to the Inverness City Committee in
relation to the funding package for the Streetscape works when the
outcome of the application to the Scottish Government for additional
funding for Streetscape works is known; and,
iv. note that the public art projects planned by IOTA will be the subject of a
detailed application for funding to be presented to the City Committee on 8
October 2012.

This will support the implementation of the Inverness City Centre Development Brief and other aspects of the Inverness City Vision.

ii. support the submission of a CARS/THI application for Academy Street,
Inverness.
12. Capital Projects for the City Wards

13. Proposed Amendments to the List of Roads

i. note the amendments to the List of Roads described in Appendices A and B;
and,
ii. recommend the deletion of two sections of roads from the List of Roads to
TECS Committee as a result of previous formal Stopping Up presented in
Appendix C.

i. approve the making and implementation of the Highland Council (Ness Bank
and Cavell Gardens, Inverness)(Waiting Restrictions and Parking) Order 2012;
and,
ii. approve the marking and implementation of The Highland Council (Ness Bank
– Cavell Gardens, Inverness) One Way Traffic Order 2012.
15. Maintenance Programme for Roads and Bridge Works

The 2012/13 programmes are provided together with the proposed process for developing and approving future programmes.
The Committee is invited to:-
i. note the extent of consultation that has taken place at Ward Business
meetings,
ii. note the existing 2012/13 programmes for Structural Maintenance, Surface
Dressing and Preventive Spend; and,
iii. agree the proposals for developing and agreeing future Road Maintenance
programmes.
16. Cycling, Walking and Safer Streets Programme

The Committee is invited to:-
i. approve the Safer Routes to School Projects for the Inverness Area, as listed
in Appendix 3; and,
ii. note that the Road Safety Team will continue to work with schools to
develop further Safer Routes to School Projects for future years.

21. Inverness Common Good Fund

21.1 Common Good Fund – Funding Requests - Governance
There is circulated Report No. ICC-38-12 (45kb pdf) dated 27 July 2012 by the Inverness City Manager. The Inverness Common Good Fund (CGF) currently allocates £400K per annum towards supporting projects which bring principal benefit to the residents of the historically recognised Burgh of Inverness. This report makes recommendations which allow for the allocation of funds to be undertaken in an effective and efficient manner.
The Committee is invited to agree:-
i. to the Donations Working Group being renamed the Grants Working Group
(GWG),
ii. the appointment of eight Members to the GWG,
iii. that all applications for funding from the Inverness Common Good Fund with
a maximum sum applied for of less than £30,000 be considered by the
Grants Working Group, with all other applications being referred for an
opinion only through the GWG and being decided on by the City Committee,
iv. that members give consideration to all relevant factors allowing for
applications to be decided on their merits giving reasonable recognition to
the factors detailed in Paragraph 2.3; and,
v. that Council is recommended to agree to the Grants Working Group being
constituted as a Sub-Committee of the Inverness City Committee with full
decision making powers in respect of all Grant Applications for funds from the
Inverness City Common Good Fund where the sum applied for is less than
£10,000.
21.2 Funding Requests from 2012/13 Budget
There is circulated Report No. ICC-039-12 (43kb pdf) dated 26 July 2012 by the Inverness City Manager detailing requests for funding from the Inverness Common Good Fund from the 2012/13 budget. There is also circulated a copy of supporting documentation. Members are invited to give consideration to the application.
The Committee is invited to give consideration to the application by Disable Go detailed in the report.
21.3 Capital Projects Funded by Inverness Common Good Fund
There is circulated joint Report No. ICC-040-12 (28kb pdf) dated 2 August 2012 by the Depute Chief Executive and Director of Housing and Property and the Inverness City Manager providing an update on the status of current key capital projects being funded by the Inverness Common Good Fund.
The Committee is invited to note the progress being made on the current capital projects.
21.4 Revenue Monitoring Report
There is circulated a report No. ICC-041-12 (137kb pdf) dated 31 July 2012 by the Inverness City Manager detailing the revenue monitoring position for the period 30 June 2012 and shows the actual expenditure to date.
The Committee is invited the note the content of the report.
The Committee resolved in terms of Section 50A(4) of the Local Government (Scotland) Act 1973 that the public should be excluded from the meeting for Item 4.5 on the grounds that it involved the likely disclosure of exempt information as defined in Paragraphs 6 and 9 of Part 1 of Schedule 7A of the Act.
21.5 Inverness Common Good Fund – Sites and Premises Transaction Report
There is circulated a report No. ICC 042/12 dated 31 July 2012 by the Head of Property Partnership which summarises the property transactions recently approved by the Head of Property Partnerships, under the Highland Council’s Scheme of Delegation, after consultation with local Members as appropriate and in accordance with policy, together with a statement on the current position in respect on Inverness Common Good fund rents and tenant arrears, if any.
The Committee is invited to note:-
i. the Inverness Common Good transactions approved by the Head of Property
Partnerships, under delegated powers, during the period 24 November 2011
to 25 July 2012; and,
ii. the position regarding the tenant rent roll as at 25 July 2012.
