ii. the actions which have been put in place to manage the budget over the remainder of the financial year.
4. Capital Expenditure – Monitoring 2012/13

The Committee is invited to approve:-
i. approve that £0.100m is brought forward to the current financial year to develop car parking and cycle access to Conon Bridge Railway Station subject to the works to re-open the Conon Bridge Railway Station being confirmed; and
ii. the capital expenditure monitoring position for the period 1 April 2012 to 31 July 2012.
5. Outcome of Street Lighting Trials on Energy Savings

There is circulated Report No TEC-47-12 (151kb pdf) dated 7 September 2012 by the Director of Transport, Environmental and Community Service updating Members on the outcome of the trails introduced to establish the levels of savings which can be achieved from introducing reduced levels of street lighting.
The Committee is invited to approve:-
i. that the trials involving white light and dimming are continued;
ii. that the trials involving the part-time switch off (midnight to 6am) are discontinued in areas where there is strong resistance and continued in the areas where there is support from the local community, pending the outcome of the Budget Consultation; and
iii. that the trials involving switching off every second street light are discontinued.
6. Road Asset Management Programme Version 2

There is circulated Report No TEC-48-12 (38kb pdf) dated 7 September 2012 by the Director of Transport, Environmental and Community Service updating Members on the Society of Chief Officers of Transportation in Scotland (SCOTS) joint project with Local Authorities to develop a common asset management framework for the road and bridge infrastructure in Scotland and inviting Members to approve the second version of the Highland’s Council’s Road Asset Management Plan.

i. note the progress of the SCOTS Road Asset Management Project; and

7. Preparedness for Winter Maintenance

i. that a programme of repair works for our War Memorials is implemented ahead of the 100th anniversary of the commencement of World War One; and
ii. that the Council applies for appropriate grant funding to assist with this work and that a bid for “one off” funding is made as part of the Council’s budget setting process for 2013/14 for the balance of funding.
9. Landfill Community Fund - Support Funding for Children’s Play Areas

The Committee is invited to:-
i. agree to welcome the additional funding (£100k) from the Avondale Landfill Community Fund to support the development and enhancement of Children’s Play Areas; and
ii. approve the criteria for assessing applications, as detailed in the report.

ii. approve that more work is carried out in relation to developing the strategy for “Recycling on the Go”.
15. Car Parking Income Collection – Internal Audit Action Plan

There is circulated Report No TEC-57-12 (41kb pdf) dated 7 September 2012 by the Director of Transport, Environmental and Community Service which invites Members to note the Action Plan resulting from the Internal Audit of Car Park Income Collection. In respect of Action Ref 5.1.3, Members are invited to recommend an exception to the Council’s Corporate Charging Policy and that parking charges be reviewed in line with parking policy following annual parking surveys which assesses demand against capacity. In addition, Members are asked to note that parking charges will be reviewed following the outcome of the Budget Consultation and will take account of the recent parking surveys.
The Committee is invited to:-
