A meeting of the Joint Committee for Children and Young People will take place in the Council Chamber, Council Headquarters, Glenurquhart Road, Inverness on Friday 20 January 2012 at 2.00 pm.

3. Minutes of Meetings
The following Minutes are circulated for noting:-

4. Highland Youth Voice Presentation
Highland Youth Voice members will make a short presentation to illustrate the outcomes from their successful Autumn conference at Badaguish.
5. Revenue Budget 2011/12 – Monitoring Report
There is circulated Report No CYP-01-12 (62kb pdf) dated 5 January 2012 by the Director of Social Work which details the monitoring position for the Joint Committee for Children and Young People budget for the period 1 April 2011 to 30 November 2011. At this point a year end overspend of £332,000 is anticipated. This is a small deterioration in the position reported at 30 September 2011 but continued actions to achieve savings are being maintained with the intention of achieving a balanced budget.
The Joint Committee is invited to note the projected revenue monitoring position at 30 November 2011 and the increased cost of children requiring to be placed in purchased placements.
6. Local Authority Childcare Provision Income and Expenditure Management
There is circulated Joint Report No CYP-02-12 (149kb pdf) dated 6 January 2012 by the Directors of Education, Culture and Sport and Social Work which informs Members about management actions in relation to a systems audit undertaken by Internal Audit and finalised in January 2011. The report provides information on what has been done to ensure that the actions are implemented and complied with and to make sure robust procedures and measures are in place surrounding the receipting, banking and accounting of childcare income. The report also seeks agreement to a framework to ensure that all wraparound childcare is responsive to local priority need and sustainable within the available budget.
The Joint Committee is invited to:-
i. approve the management actions set out in Appendix 6 to the report;
ii. agree the proposed framework for considering proposed new services and
reviewing existing provision to ensure only sustainable provisions are
supported, as set out in section 5.3 of the report;
iii. approve the standardisation of charges for provision as described in section
5.6 of the report and detailed in Appendix 5.
7. 2011/12 Quarter 2 Performance Report (April to September 2011)
There is circulated Report No CYP-03-12 (247kb pdf) dated 12 January 2012 by the Director of Social Work which provides the performance update on For Highland’s Children 3 key outcome indicators for the period July to September 2011, which was carried forward from the November Joint Committee agenda.
The Joint Committee is invited to consider and comment on the issues in the report.
8. Management of Medical Risk in Foster Carer Assessments
There is circulated Report No CYP-04-12 (39kb pdf) dated 5 January 2012 by the Director of Social Work which seeks approval for the Council exercising discretion, within the terms of the Equality Act 2010, in assessing the suitability of Foster Carers who have medical conditions or are disabled to drive children they are caring for on behalf of the Council.
The Joint Committee is invited to approve the implementation of the proposed procedure to require specific medically informed driving risk assessments where the general assessment of a foster carer identifies potentially relevant health or disability issues.
9. Complaints Review Committee - Outcome
There is circulated Joint Report No CYP-05-12 (39kb pdf) dated 4 January 2012 by the Director of Social Work and the Assistant Chief Executive which informs Members of the findings of a Social Work Complaints Review Committee held in December 2011.
The Joint Committee is invited to:-
i. note the findings of the Complaints Review Committee; and
ii. approve the proposed management action.
10. Exclusion of the Public
The Joint Committee is asked to resolve that, under Section 50A(4) of the Local Government (Scotland) Act 1973, the public be excluded from the meeting during discussion of the following item on the grounds it involves the likely disclosure of exempt information as defined in Paragraphs 6 and 9 of Part 1 of Schedule 7A of the Act.
11. Tender for Residential Services
There is circulated to Members only Report No CYP/06/12 dated 11 January 2012 by the Director of Social Work which presents the outcome of the tender for residential care services previously agreed by the Joint Committee.
