Carbon Management Plan

The Carbon Management Plan (pdf 1900kb) sets out a clear strategy and action plan for Highland Council to reduce energy costs and CO2 emissions over a three year period from 2009 - 2012. The plan includes a comprehensive set of energy and carbon reduction programmes throughout the Council. It is important to note that this plan should be regarded as a live document and it needs to be reviewed and updated periodically to reflect any changes during the course of the Carbon Management Programme.

Energy Management Performance Plan

It is the role of Energy and Sustainability to monitor and report on the energy used and the carbon produced in Council properties. This is done through a combination of recording billing information and this information is required in order to determine if the Council is progressing towards its energy efficiency targets as laid down in the Energy Management Performance Plan (pdf 138kb) which was put in place in December 2005. The Plan and has four key targets:

  • Reduce energy use by 15%
  • Save £3.8m in energy costs
  • Reduce CO2 emissions by a minimum of 15%
  • Increase the installed capacity of renewable energy equipment by a minimum of 4,000 kW

The above targets will be achieved through a range of measures including firstly improving the energy efficiency of the Council’s least energy efficient properties. The Council have also developed an “Innovation Fund” which attempts to deliver quick wins supported by behavioural change regarding energy use through high visibility publicity and training to encourage Council building users to save energy.
