11. Class Contact Reduction

By August 2006 all Teachers will have a maximum of 22.5 hours per week class contact time. The maximum pupil week will remain unaltered at 25 hours.

The main implication of this change is that more teachers will be employed in schools in order to deliver the existing curriculum.

The current accounting arrangements are that all Class Contact Reduction (CCR) costs are charged to a non devolved budget held at an Area level. The reason for this is the difficulty in deriving a robust formula for allocating CCR budgets to schools. It is imperative therefore that no costs relating to CCR are charged to devolved budgets for as long as the present accounting arrangements remain in place.

CCR employee costs can be incurred as follows:

  1. A Teacher completes a Supply Cover claim form (PY15T - Exel document) see also guidance notes PY15T - Word document) recording the hours spent carrying out CCR duties. As a result of revisions to the existing PY 15T claim form in future these hours will be charged directly to the appropriate Area CCR budget code with no requirement for manual transfers to be carried out by ECS Finance staff
  2. A Teacher is on a permanent or temporary contract which includes CCR duties either wholly or in part. Under those circumstances the SAL1 will out-line the proportion of the employee’s time to be charged to the appropriate Area CCR budget.
