The Council buys services from the Third Sector in three ways:
Procurement
The Council buys many of its Services through the competitive tendering process and this includes some services provided by the Third Sector. The value of the contract determines whether quotes are required or full tenders. More information on the Council’s approach to procurement can be found on the Council’s procurement pages.
The Highland Council advertises contract opportunities on the Public Contracts Scotland website. This portal gives free access to contract opportunities with the Scottish Public Sector. You can register to receive free e-mail alerts to new opportunities and information - www.publiccontractsscotland.gov.uk
Grants and Discretionary Funding
Grants and discretionary funding are at times available to Organisations whose activities would not be provided directly by the Council but support the priorities of the Council. This can include very small amounts of money to organisations such as Scout Groups to larger amounts for activities such as Community Transport Schemes. A grant award of any amount, through conditions of grant, is a form of ‘contract’ with the Council for the delivery of the project or activity.
Funding in Kind
Funding in kind includes use of Council premises at reduced or no cost, use of Council equipment, Council staff time including administration support. It is important that the value of funding in kind is quantified and therefore the standard application processes outlined for financial support should be used for this purpose.
