Homelessness Strategy

Highland’s third Homeless Strategy, currently being taken forward by the Council and its partners, sets out the approach to tackling homelessness in Highland until 2012 and provides a clear direction for improving and developing services.

The vision behind Highland’s Homelessness Strategy is that:

  •  homelessness is prevented through proactive co-ordinated working; accessible, appropriate housing and high quality help and advice;
  • when homelessness occurs, it is alleviated quickly and effectively through providing efficient, high quality accessible services;
  • support is available for those who require it to help them live independently or through a crisis; and
  • when temporary accommodation is required, it is of a high standard , suitable for the household’s needs and households are assisted to quickly move on to settled housing.

Inspection of the Council's Homelessness Service

The homelessness service provided by the Council was inspected in 2006 by Communities Scotland, which was the regulatory body at that time.  You can view the Summary and the Full Report on the Scottish Housing Regulator website. A wide range of improvements have been made to the Council’s homeless service to address the issues raised in the report.

Care Commission - Inspection of Housing Support for Temporary Accommodation

Highland Council’s housing support services provided to people in temporary accommodation are registered with the Care Commission and inspected by them annually. You can access the inspection reports through this link: www.carecommission.com

Homelessness - Procedures and Protocols

A process is in place to help prevent people coming out of Porterfield Prison, Inverness, becoming homeless. The agreement with the Prison can be seen in ‘current documents’.

NHS Highland and the Council also have a Health and Social Care Admission and Discharge Protocol in place which aims to help prevent people being discharged from hospital becoming homeless.
