Information for Landlords
Before the Council can lease a private property the following criteria must be met:
From 1 April 2006 the owner must be registered as a private landlord with the Highland Council, under the Regulation of Private Landlords scheme, set up by the Scottish Executive.
The Property should be:
- wind and watertight
- in a clean condition
- secure
The property should not:
- show any signs of dampness
- have any polystyrene tiles
General Requirements
- Access to the property will be safe.
- The property will be left clean and tidy.
- The garden will be cleared of rubbish and grass cut.
- Decoration should be to a fair standard.
- Floors will be stable and free from collapse or rot.
- Plaster on walls and ceilings will be sound.
- Banisters and balustrades will be safe.
- Doors and windows will be in working order.
- Internal glazing will be intact and comply with safety standards.
- Gas and electrical supplies will be in good and safe working order.
- Hard wired smoke alarms should be present.
- Carbon monoxide alarms should be present where there are gas appliances.
- Chimneys will be swept.
- Plumbing services will be in good and safe working order.
- There will be a functioning bath or shower, toilet and wash hand basin.
- Kitchen will be clean and functioning with a minimum standard being a sink, double base unit and double wall unit.
