There is circulated Report No. PLN/060/14 by the Head of Planning and Building Standards, which provides an update on progress of all cases within the ‘Major’ development category currently with the Planning and Development Service for determination and identifies those proposed applications which have Proposal of Application Notice (PAN).  The report also details progress on proposals submitted under s36 or s37 of the Electricity Act 1989 on which the Council is consulted.

The Committee is invited to note the current position with these applications.

Location: Land 1600 metres west of Craiggiemore, Tressady Estate, Rogart
Nature of Development:  The construction and operation of a wind farm consisting of thirteen wind turbines and associated infrastructure including site entrance, access tracks, switchgear building and compound, permanent meteorological mast, temporary construction compound, water crossings and upgrading to the access route to the wind farm site.

The Committee is invited to note that the appeal has been dismissed.

6.2 Section 36 Application for the Glenmorie Wind Powered Electricity Generating Station, approximately 10km South-West of Bonar Bridge

There is circulated letter from the Energy and Climate Change Directorate – Electricity Division which sets out the decision of the Scottish Ministers to refuse the application for consent under the section 36 of the Electricity Act 1989 for construction and operation of the Glenmorie Wind Farm.

7.  Application 12/02872/S36 Glencassley Wind Farm and Appication 11/04718/S36 Sallachy Wind Farm, Both By Lairg, Sutherland
Further Representations Following Updated National Planning Framework And Scottish Planning Policy (June 2014)

There will follow Report No. PLN/070/14 by the Head of Planning and Building Standards which explains that following the publication of the National Planning Framework 3 and Scottish Planning Policy the Scottish Government is asking all parties submitting representations on two as yet undetermined Section 36 wind farm applications if they wish to update their response.
