2. Notice of Review


New Generation Large Turbine Wind Farms

 

At their meeting held on 29th May, 2002, the Planning, Development, Europe and Tourism Committee had agreed to approve a familiarisation visit to one or more large turbine wind farms by a group comprising one Member from each Area, together with the Chairman of the Sustainable Development Select Committee.

 

At their meeting held on 4th June, 2002 the City of Inverness and Area Planning Committee had agreed to appoint Mr R Wynd as the City of Inverness and Area representative on this group.

 

The following Notice of Review had been received:-

 

"We, the undersigned, give Notice of Review in terms of Standing Order 10.5 that the Planning, Development, Europe and Tourism Committee at its next meeting:-

 

a)  rescinds the decision of the City of Inverness and Area Planning Committee
     taken at its meeting on 4th June, 2002 to appoint Councillor R Wynd as
     the Area representative on the group of Members to visit windfarm sites in
     Europe, with Councillor C L Goodman as the substitute Member; and
b)  instead substitutes a decision to appoint Councillor C L Goodman, the Area
     Planning Portfolio Holder, as the Area representative; with Councillor R 
     Wynd as the substitute Member."

There had been circulated extract from the agenda for the 4th June, 2002 meeting of the City of Inverness and Area Planning Committee, together with an extract from the Minutes of that meeting. The Committee was provided with an outline of the purpose of the familiarisation visit to one or more large turbine wind farms. It was intended that the visit would assist in determining planning applications which were expected for similar structures within the Highlands.

 

After discussion, Mr R Wynd, seconded by Mr R Lyon, moved that the decision of the City of Inverness and Area Planning Committee of 4th June, 2002 to appoint Councillor R Wynd as the Area representative on the fact finding visit to windfarm sites in Europe, with Councillor C L Goodman as his substitute, be upheld.

 

As an amendment, Mr J Gray, seconded by Mr W Fulton, moved that the Committee rescind the of the City of Inverness and Area Planning Committee of 4th June, 2002 and instead appoint Councillor C L Goodman, the Area Planning Portfolio Holder, as the Area representative; with Councillor R Wynd as the substitute Member.

 

On a vote being taken, the AMENDMENT was CARRIED by 15 votes to 10.

 

The Committee noted that, in the circulated Minute extract, the City of Inverness and Area Planning Committee had also agreed to make a strong plea that the Area be permitted to appoint two representatives on the visit but AGREED not to suspend Standing Order 20 to change the decision of the Planning, Development, Europe & Tourism Committee of 29 May, 2002 in relation to the numbers of area appointees to the fact finding visit to windfarm sites.
