2. 02/00274/OUTCA, Application for Outline Planning Permission for
    the Erection of Housing Units and Renovation of Existing
    Cottages, Manson’s Lane, Thurso, Caithness


At their meeting held on 9 September, 2002 the Caithness Planning Committee had considered a report (C/P/234/02) by the Director of Planning and Development recommending approval of an application for outline consent for a flatted housing development in Thurso town centre (02/00274/OUTCA).


At this meeting, the Caithness Planning Committee had suggested that the site had formerly been the location of gasworks and had agreed that consideration of the matter be deferred in order that this suggestion be investigated. In addition, because the Committee had an interest in the adjoining Old Brewery building, the Committee agreed to delegate authority to the Chairman and the Area Planning and Building Control Manager to remit the matter to the Planning, Development, Europe and Tourism Committee for their consideration, as appropriate.


In this connection, there had been circulated Report PDET79/02 dated 8 November 2002 by the Director of Planning and Development together with Report No. C/P/234/02 dated 2 September 2002 by the Area Planning and Building Control Manager, Caithness, on an application for outline planning permission for the erection of housing units and renovation of existing cottages, Manson’s Lane, Thurso, Caithness by O’Brien Construction Ltd. Both reports recommended that the application be approved, subject to conditions as detailed. The Director of Planning and Development also recommended a minor change to the condition relating to vehicular access to the effect that optimum available visibility splays be achieved.


Members NOTED that, while there had been an outstanding objection to the application at the time of issuing the Committee report, the objection in question had formally been withdrawn and, therefore, the Hearings Procedure did not require to be used.


After hearing a description of the details of the proposal and following a brief discussion, the Committee AGREED to approve outline planning permission for the erection of housing units and renovation of existing cottages at Manson’s Lane, Thurso, in accordance with the recommendations of both the Area Planning and Building Control Manager and the Director of Planning and Development, subject to an amendment to the condition relating to vehicle access to the effect that optimum available visibility splays be achieved within the constraints of the urban setting.


 The meeting ended at 1.50 p.m.
