1. Apologies for Absence
Apologies for absence were intimated on behalf of Mrs Deirdre Mackay and Mr William Mackay.
2. Confirmation of Minutes
There had been circulated for confirmation Minute of Meeting of the Licensing Committee held on 29th September 2009. The Minute was held as read and was approved.
3. Civic Government (Scotland) Act 1982 – Licensed Taxi Driver – James M Sutherland – Notification of Fixed Penalties
There had been circulated report (LCC/10/09) dated 6th October 2009 by the Area Solicitor relating to James M Sutherland (North, West and Central Sutherland Ward), a licensed taxi driver, who had received two fixed penalties.
It was noted that Mr Sutherland was present at the meeting, and he was asked to explain the circumstances which led to the fixed penalties.
Members reiterated to Mr Sutherland the conduct that they expected from him as a taxi driver, and noted that he had held a taxi driver’s licence for 17 years.
The Committee agreed to grant the application to renew Mr Sutherland’s taxi driver’s licence.
4. Civic Government (Scotland) Act 1982 – Licensed Taxi Driver – Paul G McNeill – Notification of Fixed Penalties
There had been circulated report (LCC/11/09) dated 20th October 2009 by the Area Solicitor relating to Paul G McNeill (Caithness Ward), a licensed taxi driver, who had received two fixed penalties.
It was noted that Mr McNeill was present at the meeting, and he was asked to explain the circumstances which led to the fixed penalties and was also asked to advise the Board about his other previous convictions detailed on his application.
Following consideration, Members expressed the importance of good conduct for taxi driver’s and in view of Mr McNeill’s recent convictions, agreed to renew his licence for a period of one year, and should he not come to the attention of the Police during that time, his application for renewal would be dealt with under delegated powers.
The meeting closed at 12.30pm.
