The Chairman welcomed those present to the final meeting of the Committee and thanked members and officials for their help over the years.
1. Apologies for Absence
Apologies for absence were intimated on behalf of Mr David Alston, Mr Craig Fraser, Mr Richard Greene and Mr John Laing
2. Confirmation of Minutes
There had been circulated for confirmation the Minute of the Meeting of the Ross, Skye and Lochaber Licensing Committee held on 3rd August 2010.
The Minute was held as read and approved.
3. Hearing - Application for a Knife Dealer’s Licence – Frank Nicol FGM Ltd, Dingwall
There had been circulated Report No LCR-036-10 (24kb pdf) by the Area Solicitor inviting the Committee to determine the application in accordance with the Hearings Procedure.
The Area Solicitor advised the Committee that a Hearing was no longer required as the Applicant had lodged a Fire Safety Checklist with the Fire Service who had no comment to make on the Application.
The Committee agreed to grant the Application subject to the standard conditions.
4. Application for a Public Entertainment Licence for Shieldaig Village Hall and Grounds
There had been circulated Report No LCR-037-10 (19kb pdf) by the Area Solicitor inviting the Committee to determine the application in accordance with the Hearings Procedure.
The Area Solicitor advised the Committee that a Hearing was no longer required as the Applicant had lodged a current Electrical Safety Certificate. TECS comments on the Certificate were that while the overall Assessment was
satisfactory, the Electrical Contractor had advised that, in his opinion, work to
replace the main boards with modern RCD protected current breakers was
necessary. There were no immediate safety concerns but the replacement work should be carried out as soon as possible.
The Applicant had written to confirm that the work would be carried out as soon as possible. It was recommended that the Committee grant the application subject to the standard conditions and further subject to the work detailed above being completed within 6 months of the date hereof.
The Committee agreed the recommendation.
Mr Brian Murphy declared a financial interest in item 5 below as he was an
Applicant for an HMO Licence and left the meeting while the item was considered.
5. Licences Granted under Delegated Powers under the Civic Government (Scotland) Act 1982, and Marriage (Approval of Places) (Scotland) Regulations 2002
There had been circulated and noted Report No LCR-038-10 (20kb pdf) by the Area Solicitor relating to the Licences and Approvals granted under delegated powers in terms of the Civic Government (Scotland) Act 1982, and Marriage (Approval of Places) (Scotland) Regulations 2002 for the period 23rd July to 2nd September 2010.
There being no further business, the meeting concluded at 11.10am.
