1. Apologies for Absence

 

Apologies were received from Mr David Chisholm and Mr Michael Foxley who unfortunately could not join the meeting through the video conference link as the technology failed. 

 

2. Confirmation of Minutes

 

There had been circulated for confirmation the minute of the meeting of the Committee held on 18th May 2010.  The minute was held as read and approved.

 

3. Delegated Decisions

 

The Committee agreed to note the list of delegated decisions on planning applications from 8th May to 20th June 2010 which was available on the Members’ Bulletin and via the Highland Council website.

1.  The Estate Worker’s House, the Estate Manager’s House, the Agricultural, Forestry and Fuel Store and the Sea Access/Jetty shall not be sold separately from Glencripesdale Estate without the prior agreement of the Planning Authority.

 

2.   Glencripesdale Estate shall not be subdivided in perpetuity but minimal alterations to the Estate boundary may be allowed with the prior agreement of the Planning Authority.

There had been circulated Report No PLR/058/10 by the Area Planning and Building Standards Manager recommending the grant of the application subject to the conditions detailed therein.

 

The Committee agreed the recommendation.

The Team Leader, Dingwall circulated photographs submitted by one of the Objectors.

 

The Committee agreed the recommendation.

 

Mr Donald Cameron declared a non financial interest in item 4.4 following as a member of his family was employed by the Applicant and left the meeting while the item was determined.

Nature of Development: Additional Sunday Stevedoring 6 Sundays per Annum for Loading/Unloading Vessels.  Emergency Use Between Hours of 1000 and 1800

 

There had been circulated Report No PLR/060/10 by the Area Planning and Building Standards Manager recommending the refusal of the application for the reasons detailed therein.

 

The Area Planning and Building Standards Manager had circulated prior to the meeting the Applicant’s response to the recommendation and their response to a late objection.

 

Following discussion, Mr Bill Clark, seconded by Mr Peter Cairns, moved that the recommendation be agreed.

 

As an amendment, Mr Eddie Hunter moved that the application be granted on a temporary basis as previously permitted.

 

There being no seconder for the amendment, it fell and the motion to agree the recommendation became the finding of the meeting.

Recommendation: Appeal submitted against Members refusal of a house, Morar.

 

The Committee noted that an appeal had been submitted.

 

5.2  Applicant: Ms Jennie McQueen (08/00878/CONRC)

Nature of Development: Demolition of House (Conservation Area Consent)

 

The Committee noted the findings of the Reporter and the decision of Scottish Ministers to refuse the Conservation Area Consent application.
