2.  Hearing – Application for Renewal of Taxi Driver’s Licence

 

The Committee is invited to continue consideration of the renewal application for a Taxi Driver’s Licence lodged by Paul George McNeill.  Because this item is a continuation of the previous hearing held on 26th February, only those Members present at the previous hearing should attend.  A copy of the Council’s hearings procedure is attached.

 

At this point the meeting will adjourn until after the conclusion of the meeting of the Special Caithness PDET Committee which will be held at 10am.

8.  Application for Temporary Public Entertainment Licence – Northern Nashville Country Music Festival

 

An application for a temporary public entertainment licence has been received for the annual music festival from 6th to 8th April, which is again to take place at the Indoor Riding Centre at Halkirk.  A licence has been prepared incorporating the conditions recommended by the consultees, and these conditions are similar to those imposed last year.

 

It is recommended that the Committee agree that the licence be granted under delegated authority subject to the conditions required by the consultees.

There is circulated Report CC-74-07 dated 13th March, 2007, by the Director of Property and Architectural Services, summarising proposals for allocation of the 2007-08 Property Revenue Maintenance Budget for the Caithness Area.

 

It is recommended that the Committee agree to the detailed spend proposals for the 2007-08 Property Revenue Maintenance Budget for the Caithness Area.

There is circulated Report CC-75-07 dated 8th March, 2007, by the Area Education, Culture and Sport Manager advising Members of the report on the inspections by H.M. Inspectorate of Education of Mount Pleasant Primary School, Thurso and Canisbay Primary School.

 

The Committee is invited to (1) note the main points for action arising from the inspections, and (2) note that the action plans will be drawn up by the relevant officers in line with paragraph 9.1.

The Committee is invited to (a) note the projected out turn for 2006/07, and (b) agree to accept the lowest tender for HC20260 Landward Modernisation Contract 8, 9, and 10.

 

20.  Non-HRA Capital Programme 2006/07

 

There is circulated Report CC-77-07 dated 15th March, by the Area Manager advising Members of the current position regarding the area non-HRA capital budget.

21.  Application to Purchase Lock-Up Garage

 

There is circulated Report CC-78-07 dated 9th March, 2007, by the Area Housing Manager, seeking approval of the sale of a lock-up garage at 12 Loch Street, Wick on terms to be negotiated by the Council’s Property and Architectural Service.

 

The Committee is invited to approve the sale on the terms outline in this report.

 

22.  Wayleave at Laurie Terrace, Thurso

 

There is circulated Report CC-79-07 dated 15th and 19th March, 2007, by the Area Housing Manager and Director of Property and Architectural Services on a proposed wayleave over Highland Council owned land at Laurie Terrace, Thurso to service the affordable housing development at Springpark Farm, Thurso.

 

The Committee is invited to approve the granting of a wayleave for the purpose of installing and maintaining sewerage pipes at the deemed market value to be agreed by the District Valuer and on other terms and conditions to be agreed by the Director of Property and Architectural Services.

23.  Area Capital Works 2006/2007 to 2009/2010

 

There is circulated Report CC-80-07 dated 6th March, 2007, by the Area Roads and Community Works Manager, listing and prioritising completed, on-going and future projects for the next three years managed by TEC Services Roads and Community Works.

 

It is recommended that the Committee (a) confirm the continuation of the 3-year programme approved last year, subject to confirmation of funding, and (b) note the list of outstanding work to be carried forward into the combined areas of Caithness, Sutherland and Easter Ross.

 

Exclusion of the Public

 

The Council is asked to resolve that, under Section 50A(4) of the Local Government (Scotland) Act 1973, the public be excluded from the meeting during discussion of the following item of business on the grounds that it involves the likely disclosure of exempt information as defined in Paragraphs 6 and 9 of Part 1 of Schedule 7A of the Act.

There is circulated to Members only Report CC/81/07 dated 27th February, 2007, by the Area Education, Culture and Sport Manager asking Members to consider the expressions of interest in either purchasing or leasing the land around and forming Lybster Football Pitch.
