Minutes of Meeting of the Caithness, Sutherland and Easter Ross Licensing Committee held in Assembly Rooms, Wick on Tuesday 21st August, 2007

1. Apologies for Absence
Apologies for absence were intimated on behalf of Mrs. Deirdre Mackay, Mrs. Katrina MacNab, Mrs. Linda Munro and Mrs. Maxine Smith.
2. Civic Government (Scotland) Act 1982 – Application for Taxi Driver’s Licence
The Committee was invited to consider an application for a taxi driver’s licence lodged by Mr. Allan Norris. Mr. Norris and his representative had been invited to attend the meeting. The Committee noted that neither Mr. Norris nor any representative were in attendance. The Committee decided to proceed with the hearing in the absence of Mr. Norris or his representative.
A copy of the Council’s Hearing’s Procedure had been circulated with the agenda for the Meeting. A copy of the Committee Report and Mr. Norris’s application were circulated to the Committee members at the Meeting. Mrs. Sinclair explained that these documents had been sent to Mr. Norris with the invitation to attend the hearing. Mrs. Sinclair explained that as the Committee is acting in a quasi-judicial capacity when determining the application, no recommendation would be made.
The Committee resolved to refuse Mr. Norris’s application. Mrs. Sinclair undertook to write to Mr. Norris with a note of the Committee’s decision.
