Minutes of Meeting of the Caithness, Sutherland and Easter Ross Licensing Committee held in Lairg Community Centre on Tuesday 6th November, 2007

1. Apologies for Absence

 

Apologies for absence were intimated on behalf of Mr. David Flear, Mr. William MacKay, Mrs. Deirdre Mackay and Mrs. Katrina MacNab.

 

2. Minutes of Meetings

 

The Minutes of the Meetings of the Licensing Committee held on 2nd October, 2007,  were held as read and were approved. 

 


3. Civic Government (Scotland) Act 1982 – Application for Taxi Driver’s Licence – Robert Black

 

The Committee was invited to consider an application for a taxi driver’s licence lodged by Mr. Robert Black.  Mrs. Sinclair explained that the application had been brought to Committee for determination following a letter of observation from Northern Constabulary.  Mr. Black and his representative had been invited to attend the meeting.  The Committee noted that neither Mr. Black nor any representative were in attendance.  The Committee noted that Inspector Chisholm was present to represent Northern Constabulary at the hearing.  The Committee decided to proceed with the hearing in the absence of Mr. Black.

 

A copy of the Council’s Hearing’s Procedure had been circulated with the agenda for the Meeting.  A copy of the Committee Report, Mr. Black’s application, and the letter of observation were circulated to the Committee members at the meeting.

 

Having heard from Inspector Chisholm, after consideration, the Committee agreed to refuse the application. 

 

4. Civic Government (Scotland) Act 1982 – Application for Taxi Driver’s Licence – Leslie MacDonald

 

The Committee was invited to consider an application for a taxi driver’s licence lodged by Mr. Leslie MacDonald.  Mrs. Sinclair explained that the application had been brought to Committee for determination following a letter of objection from the Northern Constabulary.  Mr. MacDonald and his representative had been invited to attend the meeting.  The Committee noted that neither Mr. MacDonald nor any representative were in attendance.  The Committee noted that Inspector Chisholm was present to represent Northern Constabulary at the hearing.  The Committee decided to proceed with the hearing in the absence of Mr. MacDonald.

5. Civic Government (Scotland) Act 1982 – Application for Street Trader’s Licence – Margaret Sutherland

 

The Committee was invited to consider an application for a street trader’s licence lodged by Mrs. Margaret Sutherland.  Mrs. Sinclair explained that the application had been brought to Committee for determination following an observation received from the Council’s Area Environmental Heath Manager.  Mrs Sinclair advised that the observation had now been withdrawn and that the application had been granted and that therefore the hearing would not proceed. 

 

The Committee noted the position. 

 

The meeting concluded at 12.30 pm.
