1. Apologies for Absence

2. Minutes of Meetings
The Minutes of the Meetings of the Licensing Committee held on 6th November, 2007, were held as read and were approved.
3. Civic Government (Scotland) Act 1982 – Suspension Hearing – Taxi Driver’s Licence
The Committee was invited to consider whether Mr Ian Mackay (from Landward Caithness Ward), a taxi driver currently licensed, continued to be a fit and proper person to hold such a licence.
A copy of the Council’s Hearing’s Procedure had been circulated with the agenda for the Meeting. Mr Mackay was present at the meeting. Mrs Sinclair explained that Mr Mackay, a licensed taxi driver, had reported to the Council that his driving licence had been endorsed with three penalty points, bringing the total number of points on his licence to ten. Mr Mackay had previously attended a hearing before the Committee in June 2007 when his taxi driver’s licence had been renewed. Mr Mackay explained the background to each of the offences. The Committee noted that in none of the cases had there been passengers in Mr Mackay’s taxi at the time of the offence.
After discussion, the Committee agreed not to suspend Mr Mackay’s taxi driver’s licence.
4. Civic Government (Scotland) Act 1982 – Application for House in Multiple Occuptation
Mrs Sinclair advised the Committee that the application for a House in Multiple Occupation Licence lodged by Mrs V Sadler in respect of The Glen, Church Street, Dornoch (East Sutherland and Edderton Ward) had been withdrawn. The Committee noted the position.
5. Proposed Timetable of Meetings 2008
The Committee approved the following dates for meetings to be held during 2008, the venue to be determined nearer the date of each meeting:-

18th March 30th September
29th April 11th November
17th June 16th December
The meeting concluded at 3.15 pm.
