A meeting of the Highland Licensing Board will take place in the Council Chamber, Council Headquarters, Glenurquhart Road, Inverness on Tuesday, 5 October 2010 at 2.00pm.
You are invited to attend the meeting and a note of the business to be considered is attached.
Members are reminded that during determination of a Licensing Board item, in order to be entitled to participate in any vote, Members must be present throughout all of the proceedings.

Declarations of Interest – Members are asked to consider whether they have an interest to declare in relation to any item on the agenda for this meeting. Any Member making a declaration of interest should indicate whether it is a financial or non-financial interest and include some information on the nature of the interest. Advice may be sought from Officers prior to the meeting taking place.

2. The Licensing (Scotland) Act 2005
2.1 Appointment of Convener – notwithstanding the decision of the Highland Council the Board is legally obliged to appointment its own convener.
2.2 Consider appointment of Vice Convener
2.3 Approved Scheme of Delegation – copy attached (14kb pdf).
2.4 Licensing Policy Statement – consider meeting with certain consultees – Report No. HLB-001-10 (14kb pdf) attached.
3. Gambling Act 2005 – The Board obliged to approve their Policy Statement which is in the same terms as the Schemes previously approved by the Boards but now includes specific reference to the Licensing Standards Officers.
