There are circulated Minutes of the Festivals Working Group held on 6 May, 2009 for approval.
3. Membership to Outside Bodies and the Donations Working Group
There is circulated Report No. ICC 34-09 dated 29 May, 2009 by the Inverness City Manager which details the current vacancies that exist.
The Committee is invited to decide on which members should be invited to accept available appointments.
4. Operation Respect – City Centre – Final Outcomes and Update
There is circulated Report No. ICC 35-09 dated 6 May, 2009 by the Inverness City Manager detailing additional aspects of Operation Respect and allowing members to evaluate their effectiveness. An update on future plans is also provided.
The Committee is invited to consider the report content and continue to support Operation Respect noting that further reports will be provided as appropriate.
5. ECS Provision in the Charleston Academy Integrated Learning
Community (ILC)
There is circulated Report No. ICC 36-09 dated 27 May, 2009 by the Director of Education, Culture and Sport setting out the range and quality of provision delivered by the Education, Culture and Sport Service in the Charleston Academy Integrated Learning Community (ILC).
The Committee is invited to:
- note the provision made by the Education, Culture and Sport Service in the Charleston Academy Integrated Learning Community (ILC); and
- comment on the range and quality of provision and priorities.
6. Community Safety and Anti Social Behaviour
There is circulated Report No.ICC 37-09 dated 22 May 2009 by the Area Housing and Property Manager updating the Committee on progress being made and current issues with Community Safety and anti social behaviour in Inverness.
The Committee is invited to note and comment upon the contents of this report.
7. TECS Reporting – Inverness City Update
There is circulated Report No. ICC 38-09 dated 27 May 2009 by the Director of Transport, Environmental and Community Services detailing the work completed since 20 April City Committee and the schedule of work to be carried out.
The Committee is invited to note the contents of the report.
8. Inverness City Centre Streetscape and Transport Project
There is circulated Report No. ICC 39-09 dated 25 May 2009 by the Director of Transport, Environmental and Community Services outlining the progress and stakeholder engagement on the Council’s commitment to implement an agreed £6m programme of traffic management and streetscape improvement measures in Inverness City Centre.
The Committee is invited to support the position regarding progress and stakeholder engagement with the City Centre Streetscape and Transport Project.
9. Streetscene & Streetscape Works Officer & Community Engagement
Arrangements
There is circulated a joint Report No. ICC 40-09 dated 29 May 2009 by the Director of Transport & Environmental & Community Services and the Inverness City Manager detailing proposals which would allow Officers, Members and the wider community to appropriately contribute towards addressing general Streetscene issues and plans for future Streetscape works.
The committee is invited to agree:
- the recommendations detailed above;
- the approval (for its interest) of the existing projects for Stephens Street and the Crown Road Retaining Wall;
- the remaining Projects outlined in Paragraph 3 above, be developed and (subject to (iv) below) that they be reported back to the Committee for comment, prior to being presented to the TECS Committee with a recommendation to approve; and
- the plans for engagement for the next phase of Streetscape Works.
10. Inverness City Streetscene – Update and Framework for Managing
Pavement Cafés
There is circulated Report No. ICC 41-09 dated 25 May 2009 by the Director of Planning and Development updating Members with progress on the development of a guide for businesses, which will explain the Council’s framework for establishing and managing pavement cafés within Inverness City Centre.
The Committee is invited to consider and comment on the proposed framework and guidance.
11. Inverness City Centre 20mph Speed Limits
There is circulated Report No. ICC 42-09 and Booklet A dated 25 May 2009 by the Director of Transport & Environmental & Community Services outlining the need for 20mph speed limits in the core Inverness City Centre streets and recommends that officers proceed to public advertisement of the speed limit Order.
The Committee is invited to approve the progress to public advertisement of 20 mph speed limit Orders for:
- Union Street;
- Drummond Street;
- Baron Taylor’s Street;
- Church Street;
- Post Office Avenue;
- Fraser Street;
- Queensgate; and
- Ness Walk from Ness Bridge to the Cathedral
12. Homecoming – Global Impact Conference
There is circulated Report No. ICC 43-09 and dated 25 May, 2009 by the Director of Highland 2007 updating Members on plans to host the Highlands’ flagship event for Homecoming Scotland in October 2009 – ‘Highland Homecoming - ur beatha dhan dùthaich’.
The Committee is invited to note the contents of this report.
13. Inverness Common Good Fund
13.1 Inverness Common Good Fund Budget 2009/2010 – Monitoring Report
There is circulated (pp.80-84) Report No. ICC 44-09 dated 28 May, 2009 by the Inverness City Manager setting out the revenue monitoring position for the period to 30 April, 2009 and shows the actual expenditure to date.
The Committee is asked to note the contents of this report.
13.2 Town House Tours
There is circulated a joint Report No. ICC 45-09 dated 19 May, 2009 by the Director of Planning and Development and the Inverness City Manager summarising the results of the pilot tours of Inverness Town House carried out in winter 2008-09 and recommends a way forward for running tours during summer 2009.
The Committee is invited to:
- approve the running of twice weekly tours of Inverness Town House commencing in June 2009 and continuing until autumn 2009 with any adjustments to the frequency of tours and an exact end date to be set depending on business levels; and
- approve funding of up to £2000 from the Inverness Common Good Fund to underwrite any financial shortfall arising from the running of a programme of tours of the Inverness Town House.
13.3 Cromwell Tower Restoration
There is circulated Report No. ICC 46-09 dated 19 May, 2009 by the Inverness City Manager informing the City Committee on proposed improvements to Cromwell Road Clock Tower which was built in 1653. It provides Members with an update on the building to ensure that it is wind and water tight. Cromwell Tower was listed as a category B building in 1971.
The Committee is invited to agree to:
- the proposed improvements; and
- the Common Good Fund meeting the costs associated with the remedial repairs highlighted in this report.
The Committee is asked to resolve in terms of Section 50A(4) of the Local Government (Scotland) Act 1973 that public be excluded from the meeting for Item 13.4 (only if it wishes to consider items contained in Booklet B) on the grounds that they involve the likely disclosure of exempt information as defined in Paragraph 4, 6, and 9 of Part 1 of Schedule 7A of the Act.
13.4 Donations Working Group – Applications for Funding in excess
of £5,000
There is circulated Report No. ICC 47-09 dated 29 May, 2009 by the Inverness City Manager giving details of applications to the Donations Working Group for support from the City’s Common Good Fund where, if granted, the amount awarded would exceed £5,000.
The Committee is invited to determine the applications submitted.
The Committee is asked to resolve in terms of Section 50A(4) of the Local Government (Scotland) Act 1973 that public be excluded from the meeting for Item 13.5 on the grounds that it involves the likely disclosure of exempt information as defined in Paragraphs 6 & 9 of Part 1 of Schedule 7A of the Act.

There is circulated Report No. ICC 48/09 dated 22 May, 2009 by the Head of Housing Development & Estates summarising the property transactions approved.
