2. ECS Provision in Millburn Academy Integrated Learning Community (ILC)
There is circulated Report No. ICC-10-10 dated 31 March 2010 by the Acting Area Education, Culture and Sport Manager which sets out the range and quality of provision delivered by the Education, Culture and Sport Service in the Millburn Academy Integrated Learning Community (ILC).
The Committee is invited to:-
- note the provision made by the Education, Culture and Sport Service in Millburn Academy Integrated Learning Community (ILC); and
- comment on the range and quality of provision and priorities within the report.
3. Inverness City Vision Progress Report
There is circulated Report No. ICC-11-10 dated 6 April 2010 by the Director of Planning and Development updating Members on progress with the Inverness City Vision. A number of events were held during January which engaged with groups and individuals throughout the City. A further event is planned for May, and this report seeks agreement that the next stage of City Vision preparation is supported.
The Committee is invited to:
- note the content of this report and the presentation by Architecture & Design Scotland;
- provide further input to the development of the Vision through a Members’ briefing; and
- support the symposium to be held in May 2010 to assist in the preparation of the updated Inverness City Vision.
4. Future of Longman Landfill and Adjoining Land
There is circulated Report No. ICC-12-10 dated 6 April 2010 by the Director of Planning and Development providing Members with details of a forthcoming master-planning/options appraisal exercise which will determine viable development options for the former Longman landfill site. This report highlights the planning context, key pieces of work, likely costs, proposed timescales and the need for cross-service working to achieve success.
The Committee is invited to note and approve the aforementioned proposals for the Longman landfill site.
5. Affordable Housing Issues in Inverness
There is circulated Report No. ICC-13-10 dated 31 March 2010 by the Director of Housing and Property updating Members on the delivery of new affordable housing in Inverness and some of the issues and obstacles in meeting affordable housing demand in Inverness.
The Committee is invited to note the contents of this report.
6. Reports from the Scottish Commission for the Regulation of Care in respect of Services provided by the Highland Council within the City of Inverness.
There is circulated a joint Report No. ICC-14-10 dated 30 March 2010 by the Area Children’s Services Manager and the Acting Area Community Care Manager detailing the most recent Care Commission inspections, with grades given for each service, along with any recommendations or requirements and describing the actions being taken to address improvements. The full reports are available to Members if required.
The Committee is invited to note the foregoing Inspections details and to endorse management actions being taken to maintain and improve standards in each unit.
7. Inverness Partnership - Community Safety
There is circulated Report No. ICC-15-10 dated 30 March 2010 by the Inverness City Manager detailing the current arrangements for community safety, the status of the Crime Reduction Partnership for the city and proposals for the future arrangements for community safety.
The Committee is invited to note the arrangements and the changes to be made and endorse new arrangements which will be implemented through the Inverness Partnership.
8. Inverness Capital Monitoring by Service (1 April 2009 – 28 February 2010)
There is circulated Report No.ICC-16-10 dated 30 March 2010 by the Corporate Manager for Inverness, Nairn, Badenoch and Strathspey providing detail on the Inverness City and rural area (Wards 13-18 and 20) Capital Programme for the period 1 April 2009 to 28 February 2010.
The Committee is invited to:
- note the current position with the Council’s Capital Programme for 1 April 2009 to 28 February 2010 as it impacts on the City and rural area; and
- comment on the projects, in the understanding that such comments, where agreed by the Committee, will be represented to the relevant strategic committee.
9. Inverness Common Good Fund
9.1 Inverness Common Good Fund: Revenue Monitoring Statement 2009/10
There is circulated Report No. ICC-17-10 dated 1 April 2010 by the Inverness City Manager setting out the revenue monitoring position for the period to 28 February 2010 and showing the actual expenditure to date.
The Committee is invited to note the contents of this report.
9.2 Town Twinning Conference
There is circulated Report No. ICC-18-10 dated 23 March 2010 by the Inverness City Manager detailing the outcomes of the first international Town Twinning conference to be held in the Highlands along with the forthcoming visit planned to St Valery to mark the 70th anniversary of the Battle of St Valery involving the 51st Highland Division, in June 1940.
The Committee is invited to:
- endorse the outcomes of the International Town Twinning conference and the continuation for the fostering and development of the Town Twinning links that fall in line with the Council’s programme and SOA; and
- agree to allocate funds from the Town Twinning budget contained within the Common Good Fund revenue budget from 10/11 to allow the Provost and the Ward Manager for Culloden and Ardersier and Inverness South to attend the ceremony at St Valery planned for June 2010, noting that expenditure is not expected to exceed £1500 in total.
9.3 Donations Working Group – Applications for Funding in excess of £5,000
The Committee is asked to resolve in terms of Section 50A(4) of the Local Government (Scotland) Act 1973 that public be excluded from the meeting for Item 9.3 (only if it wishes to consider items contained in Booklet A) on the grounds that they involve the likely disclosure of exempt information as defined in Paragraph 4, 6, and 9 of Part 1 of Schedule 7A of the Act.
There is circulated Report No.ICC-19-10 dated 1 April 2010 by the Inverness City Manager giving details of applications to the Donations Working Group for support from the City’s Common Good Fund where, if granted, the amount awarded would exceed £5,000.
The Committee is invited to give consideration to the above applications.
