3. Inverness Common Good Fund Scheme for Winter Payments Proposals 2012/13

There is circulated Joint Report No. CIA-01-12 (52kb pdf) dated 20 September 2012 by the Director of Finance and Inverness City Manager, which follows on from the revision of the Winter Payment Scheme in 2011/12. Analysis of the operation of the Scheme for 2011/12 is detailed in the report together with suggested options to allow the scheme to effectively function within budgetary constraints in a sustainable way.
The Committee is invited to agree to run the Winter Payment Scheme for the City of Inverness and Landward areas of the seven City Wards for the year 2012/13 on the following basis:-
i. that the Scheme operates for Winter 2012/13 based on Option 2 - a one
tier application process (Including a referral to ESSac) targeted at people on
means tested benefits who also qualify for Attendance Allowance and
Disability Living Allowance and for people on Pension Credit Guarantee
without the requirement to have a disability benefit. A winter payment of
£37 is recommended and, should the applicant be successful, an additional
payment of £31 based on meeting ESSacs criteria;
ii. that only one claim can be made per household and no person shall be
entitled to claim under more than one category of payment; and no
residents in the household are in receipt of a wage either now or in the last
6 months or have capital over £6,000;
iii. a donation of £5,000 is made to Blythswood Care for the Food Hamper
Scheme; and
iv. that the Scheme be reviewed next year in light of any major changes to
the Welfare Benefits system under the Welfare Reform Act.
4. Inverness City Centre Development Brief

There is circulated Report No. CIA-02-12 (2498kb pdf) dated 24 September 2012 by the Director of Planning and Development which outlines the content of the final draft of the City Centre Development Brief. The brief has been prepared to deliver the aspirations set out in the Inverness City Vision by identifying and promoting opportunities and actions for the redevelopment and enhancement of the city core. Under the new Scheme of Delegation powers, Members are asked to approve the City Centre Development Brief as Supplementary Guidance to the Highland-wide Local Development Plan.

5. European Union - Quest Sustainable Transport Project
An t-Aonadh Eòrpach – Pròiseact Còmhdhail Sheasmhach Quest
There is circulated Report No. CIA-03-12 (30kb pdf) dated 24 September 2012 by the Director of Transport, Environment and Community Services providing a summary of the Quest Project which is a European Commission funded project to help assess and improve sustainable transport in participating cities, and inviting the Committee to nominate two Members to participate in the forthcoming stakeholder workshops.
The Committee is invited to:-
i. note the participation of Inverness in the European Commission funded
Quest project; and
ii. nominate two Members to participate in the forthcoming stakeholder
workshops.
6. River Ness Flood Alleviation Scheme (Tidal Section) – Draft Traffic and Parking Orders

There is circulated Report No. CIA-04-12 (1049kb pdf) dated 24 September 2012 by the Director of Transport, Environment and Community Services which seeks approval of the publication of the Draft Traffic and Parking Orders in relation to the River Ness Flood Alleviation Scheme (Tidal Section), the details of which are described in the report.
The Committee is invited to:-
i. approve the publication of the Draft Traffic and Parking Orders and in the
event that there are no objections thereto approve the making of such
Orders as follows:-
- Permit Parking Order (affecting both sides of river)
- 20mph Traffic Order (affecting both sides of river)
- Central Traffic Order (affecting west side of river)
- Riverside West Traffic Order (affecting both sides of river)
- Restricted Parking Zone Traffic Order (west side only)
ii. agree that if objections are received to any part of these Draft Orders then
these objections will be referred back to Committee for consideration.
7. River Ness Flood Alleviation Scheme (Tidal Section) – Funding for Streetscape Works

There is circulated Report No. CIA-05-12 (34kb pdf) dated 24 September 2012 by the Director of Transport, Environment and Community Services which seeks approval for a funding contribution of £1 million from the Inverness Common Good Fund towards the cost of the Streetscape Works associated with the River Ness Flood Alleviation Scheme (Tidal Section), with the funding provided in two equal parts over financial years 2013/14 and 2014/15.

There is circulated Report No. CIA-06-12 (153kb pdf) dated 26 September 2012 by the Corporate Manager which outlines two costed options for a program of public art that would add value to the planned River Ness Flood Prevention Scheme and associated Streetscaping works.
The Committee is invited to agree:-
i. the option and level of funding support from Inverness Common Good Fund;
and
ii. that a report be brought back to the next meeting suggesting additional
governance measures that will ensure IOTA is better aligned with and
supported by the City of Inverness Area Committee.

The Committee is invited to approve the Winter Maintenance Plan for Inverness City and Area for 2012/13, which includes the priority road maps presented in Appendix B.
11. Capital Projects to 31 July 2012

The Committee is invited to note the report and consider the appropriate level of contractor information to be included in future reports.
12. Inverness Common Good Fund

a) City Events and Festivals Annual Review and Proposals for 2013/14
There is circulated Report No. CIA-10-12 (79kb pdf) dated 1 October 2012 by the Inverness City Manager which provides an update on implementation of the strategy as it has been applied to the events and festivals staged in the first half of 2012 and provides information on the plans for events and festivals in the remainder of 2012 and proposals for 2013 and 2014.
The Committee is invited to:-
i. endorse the activities of the Events and Festivals Working Group and confirm
that the activity meets with the aims and objectives of the Inverness Events
and Festivals Action Plans; and
ii. note the Events and Festivals Programme for the remainder of 2012 and the
proposals for 2013/14.
b) Capital Projects Funded by Inverness Common Good Fund
There is circulated a Joint Report No. CIA-11-12 (29kb pdf) dated 18 September 2012 by the Depute Chief Executive/Director of Housing and Property and the Inverness City Manager which provides an update on the status of current key projects funded from the Inverness Common Good Fund.
The Committee is invited to note the progress being made on the current capital projects.
c) Funding Requests from 2012/13 Budget
There is circulated Report No. CIA-12-12 (26kb pdf) dated 12 September 2012 by the Inverness City Manager which details a request for funding from Highland Skate Parks Association. In this connection, there is circulated separately a copy of supporting documentation as Booklet A (752kb pdf).
The Committee is invited to consider the application for funding from Highland Skate Parks Association.
d) Revenue Monitoring Report Statement
There is circulated Report No. CIA-13-12 (139kb pdf) dated 12 September 2012 by the Inverness City Manager which sets out the revenue monitoring for the period to 31 August 2012 and shows the actual expenditure to date.
