4. Revenue Budget Monitoring Statement 2009/10

 

There is circulated Report No pol-01-10 dated 18 January by the Chief Constable comprising a statement and commentary on Revenue Expenditure and Income for the period 1 November to 31 December 2009.

 

5. Revenue Budget 2010/11
Minutes - Finance and Policy Working Group

 

There are circulated Minutes of Meeting of the Finance and Policy Working Group held on 15 Janaury 2010, together with Report No. f&p-01-10 dated 22 December 2009 by the Chief Constable on the 2010/11 revenue budget previously considered by the Working Group at its 15 January meeting.

 

6. Capital Expenditure Monitoring Statement 2009/10

 

There is circulated Report No pol-02-10 dated 14 January 2010 by the Chief Constable comprising a statement and commentary on Capital Expenditure for the period 1 November to 31 December 2009.

 

7. Procurement Report

 

There is circulated Report No pol-03-10 dated 20 January 2010 by the Chief Constable on recent procurement activity.

 

8. Estate Management

 

There is circulated Report No pol-04-10 dated 13 January 2010 by the Chief Constable providing an overview of the Capital and Management Projects Programme.

 

9. Board Efficiency Savings

 

There is circulated Report No pol-12-10 dated 25 January 2010 by the Clerk on potential Board efficiency savings.

 

10. Freedom of Information (Scotland) Act 2002 - Update

 

There is circulated Report No pol-05-10 dated 18 January 2010 by the Chief Constable providing Members with an update on the implementation of Freedom of Information Legislation within Northern Constabulary.

 

11. Chief Constable’s Crime Situation Report

 

There is circulated for noting Report No pol-06-10 dated 18 January 2010  by the Chief Constable informing Members of notable crimes, incidents, initiatives and convictions since the Board’s last meeting and covering the following issues:-

 

i. Crime and Road Accident Statistics;
ii. Crime Situation.

 

12. Strategic EFQM Self-Assessment

 

There is circulated Report No pol-07-10 dated 11 January 2010 by the Chief Constable on the outcomes from the Strategic EFQM Self-Assessment of Northern Constabulary.

 

The Board is invited to consider the proposed Action Plan, as appended to the report, and agree its submission to Her Majesty’s Inspector of Constabulary.

 

13. Letters of Appreciation

 

There will be tabled for noting 54 letters of appreciation received by the Chief Constable for the period from 1 October to 31 December 2009.   There is also circulated Report No pol-08-10 dated 13 January 2010 by the Chief Constable illustrating letter of appreciation.

 

14. Complaints against the Police

 

There is circulated Report No pol-09-10 dated 13 January 2010 by the Chief Constable regarding complaints against Police Officers from 1 October to 31 December 2009.

 

It is recommended that the Complaints Book specifying complaints against Northern Constabulary, which will be available for inspection by members prior to the meeting, be declared exempt by virtue of Paragraph 1 of Part 1 of Schedule 7A of the Local Government (Scotland) Act 1973.

 

15. Media Coverage

 

A press cuttings book will be tabled and available for inspection by Members prior to the meeting.

 

16. Exclusion of the Public

 

The Board is asked to resolve that, under Section 50 (A)4 of the Local Government (Scotland) Act 1973, the public be excluded from the meeting for the following items on the grounds that they involve the likely disclosure of exempt information as defined in Part 1 of Schedule 7A of the Act, the relevant paragraph being shown.

 

17. Force Efficiency Scrutiny - Voluntary Severance Scheme

There is circulated to Members only for noting Report No POL 10/10 dated 12 January 2010 by the Chief Constable informing Members of the final Police Staff position with associated costs and savings resulting from the 2009/10 Voluntary Redundancy element of the Force Efficiency Exercise.
