A meeting of the Northern Joint Police Board will take place in the Council Chamber, Highland Council Headquarters, Glenurquhart Road, Inverness, on Friday, 26 November 2010 at 1.00 p.m., or following the meeting of the Highland and Islands Fire Board, whichever shall be the later.

 

Webcast Notice: This meeting will be filmed and broadcast over the Internet on the Highland Council website and will be archived and available for viewing for 12 months thereafter.

4. Presentation

 

Chief Superintendent Ronnie Liddle, Team Leader, Scottish Policing Board Sustainable Policing Sub-Group, will make a presentation to the Board on the activities of the Sustainable Policing Project.

 

5. Review of Policing Structures in Scotland

 

There is circulated Report No pol-46-10 dated 16 November 2010 by the Chief Constable advising Members that Northern Constabulary has submitted a discussion paper “Review of Scottish Policing Model” to the Sustainable Policing Sub Group.  This Group, which is chaired by the Scottish Government and comprises representatives from COSLA, ACPOS, Police Conveners and other policing partners, will report to the Scottish Policing Board on 6 December 2010.

 

It is envisaged that three or four options for the future structure of policing in Scotland will be identified for more detailed assessment.  The Force discussion paper suggests the inclusion of a four-force model in the final list of options and includes proposals for an expanded Northern Constabulary Force area.

 

The Board is invited to consider the content of the discussion paper, as appended to the circulated report.

There are circulated for information Minutes of Meetings of the Appointments Sub-Committee of 10 August 2010 and 22 October 2010.  There will follow Minutes of Meeting held on 19 November 2010.

 

7. Minutes – Audit Working Group

 

There are circulated for confirmation Minutes of Meetings of the Audit Working Group of 27 August 2010 and 5 November 2010.

 

8. Revenue Budget Monitoring Statement 2010/11

 

There is circulated Report No pol-47-10 dated 12 November 2010 by the Chief Constable comprising a statement and commentary on Revenue Expenditure and Income for the period 1 April to 31 October 2010.

 

9. Capital Expenditure Monitoring Statement 2010/11

 

There is circulated Report No pol-48-10 dated 12 November 2010 by the Chief Constable comprising a statement and commentary on Capital Expenditure for the period 1 April to 31 October 2010.

 

10. Best Value Review

 

i. Shared Services Best Value Review Programme

 

There is circulated Report No pol-49-10 dated 17 November 2010 by the Chief Constable inviting the Board to consider the approval of efficiency measures proposed to be taken across the Force in the course of the financial year 2011/12.

 

ii. Equality Impact Assessment

 

There is circulated for noting Report No pol-50-10 dated 17 November 2010 by the Chief Constable on the work undertaken to complete an Equality Impact Assessment on the implications of the Shared Services Best Value Review.

 

11. Compulsory Retirements Scheme - Police Officers Completing 30 Years Service

 

There is circulated Report No pol-51-10 dated 16 November by the Chief Constable advising Members of the Police Board of the provisions of Regulation A19 of the Police Pensions Regulations.

 

The report asks the Board to approve the policy and procedures set out, with appropriate delegation to the Chief Constable, to facilitate the implementation of Regulation A19 if required at a future date.

 

12. Voluntary Severance - Support Staff

 

There is circulated Report No pol-52-10 dated 12 November 2010 by the Chief Constable inviting the Board to approve the requirement for a Voluntary Severance scheme and to agree to devolve responsibility for implementation of the scheme to the Chief Constable, in consultation with the Clerk.

 

13. Scottish Government Spending Plans 2011-12

 

There is circulated for approval Report No. pol-53-10 by the Clerk setting out a draft response to a letter dated 8 November 2010 sent on behalf of the Scottish Parliament Justice Committee, inviting this Board to make a written submission to the Committee for consideration as part of its scrutiny of the Scottish Government’s spending plans for 2011-12.

 

14. Strategic Scrutiny Review – Performance Management

 

There is circulated Report No pol-54-10 dated 18 November 2010 by the Clerk informing the Board of its responsibilities in respect of the Performance Management of the Force and the development of continuous improvement in the reporting of information by the Force, the report being the first of a series of reports designed to advise Members of their powers, duties, roles and responsibilities in relation to the successful management of the Force.

 

15. Chief Constable’s Crime Situation Report

 

There is circulated for noting Report No pol-55-10 dated 12 November 2010  by the Chief Constable informing Members of notable crimes, incidents, initiatives and convictions since the Board’s last meeting and covering the following issues:-

 

i.   Crime and Road Accident Statistics (circulated in a seperate booklet);
ii.  Performance Statistics – revised format (circulated in a separate booklet); and
iii. Crime Situation.

 

16. Procurement Report

 

There is circulated Report No pol-56-10 dated 12 November 2010 by the Chief Constable on recent procurement activity.

 

17. Hub Approval

 

There is circulated Report No. pol-57-10 dated 16 November 2010 by the Chief Constable providing an update on the hub Programme and the procurement of a Private Sector Development Partner.  The report seeks approval of the Board’s approval of Northern Constabulary’s participation in the Programme and of associated details.

 

18. Estate Management

 

There is circulated for noting Report No pol-58-10 dated 12 November 2010 by the Chief Constable providing an overview of the Capital and Management Projects Programme.

 

19. Scottish Police Authorities Conveners Forum - Constitution

 

There is circulated revised Constitution agreed by the Scottish Police Authorities Conveners Forum at its meeting held on 31 August 2010, which individual police authorities/joint boards are now being invited to note and support.

 

20. Independent Custody Visiting

 

There is circulated for approval Report No pol-59-10 dated 17 November 2010 by the Clerk setting out the Board’s Independent Custody Visiting Scheme Annual Report 2009/10, to be submitted for inclusion in the Scottish-wide annual report for the same period.

 

21. Letters of Appreciation

 

There will be tabled for noting 46 letters of appreciation received by the Chief Constable for the period from 1 July to 31 September 2010.   There is also circulated Report No pol-60-10 dated 12 November 2010 by the Chief Constable illustrating letter of appreciation.

 

22. Complaints against the Police

 

There is circulated Report No pol-61-10 dated 12 November 2010 by the Chief Constable regarding complaints against Police Officers from 1 July to 31 September 2010.

 

It is recommended that the Complaints Book specifying complaints against Northern Constabulary, which will be available for inspection by members prior to the meeting, be declared exempt by virtue of Paragraph 1 of Part 1 of Schedule 7A of the Local Government (Scotland) Act 1973.

 

23. Media Coverage

 

A press cuttings book will be tabled and available for inspection by Members prior to the meeting.

 

24. Execution of Deeds

 

Members are asked to note the following deeds recently executed on behalf of the Board:

 

• Disposition by Northern Joint Police Board in favour of Mr S McLaughlin and Ms

• Disposition by Northern Joint Police Board in favour of Ms K Logie of the Old
  Police House, Station Road, Beauly

 

25. Exclusion of the Public

 

The Board is asked to resolve that, under Section 50 (A)4 of the Local Government (Scotland) Act 1973, the public be excluded from the meeting for the following items on the grounds that they involve the likely disclosure of exempt information as defined in Part 1 of Schedule 7A of the Act, the relevant paragraph being shown.
