3. Scottish Policing Awards 2011

 

There is circulated Report No. POL1-12 (31kb pdf) dated 5 December 2011 by the Chief Constable describing the significant success enjoyed by the Force at the Scottish Policing Awards which were presented at the Scottish Police College on 28 November 2011.

 

The Board is asked to:

 

i. acknowledge the excellent work being carried out by the Force, in particular
the dedication and commitment shown towards community policing in the
Highlands and Islands; and
ii. note the work being undertaken to identify nominations for the 2012
Scottish Policing Awards.

 

4. Minutes – 25 November 2011

 

There are circulated for confirmation Minutes of Board Meeting of 25 November 2011.

 

5. 2012/13 Revenue Budget and Minutes of the Finance and Policy Working Group, 13 January 2012

 

There is circulated Report No. POL2-12 (141kb pdf) dated 18 January 2012 by the Chief Constable recommending a revenue budget for 2012/13, for approval.

 

There are further circulated Minutes of Meeting of the Finance and Policy Working Group held on 13 January 2012 (33kb pdf).

 

The Board is asked to:

 

i. agree the 2012/13 Revenue Budget as set out in the report of £51,572m;
ii. agree to a Capital requisition of £932,000 for 2012/13; and
iii. approve the minutes of the Finance and Policy Working Group held on 13
January 2012.

 

6. Appointments Sub Committee – Minutes 11 January 2012

7. Revenue Budget Monitoring Statement 2011/12

 

There is circulated Report No. POL3-12 (37kb pdf) dated 18 January 2012 by the Chief Constable comprising a statement and commentary on Revenue Expenditure and Income for the period to 31 December 2011.

 

The Board is asked to:

 

i. note the current revenue position; and
ii. agree that the 2011/212 requisitions be reduced as detailed.

 

8. Capital Expenditure Monitoring Statement 2011/12

 

There is circulated for noting Report No. POL4-12 (98kb pdf) dated 16 January 2012 by the Chief Constable comprising a statement and commentary on Capital Expenditure for the period to 31 December 2011.

 

9a. Police Reform - Update

 

There is circulated Report No. POL5-12 (24kb pdf) dated 16 January 2012 by the Chief Constable updating Members of Northern Joint Police Board on the national and local arrangements surrounding the Single Police Service for Scotland.

 

The Board is asked to note the current position of the Single Police Force agenda since the last meeting of the Board.

 

9b. Police and Fire Reform (Scotland) Bill

 

Further to Report No. POL14-12 (501kb pdf) circulated at item 9, which indicated that a verbal update would be brought to the Board on the Police and Fire Reform (Scotland) Bill following it being laid before Parliament on 17 January 2012, there is now circulated Report No. POL14/12 dated 23 January 2012 by the Chief Constable providing a written update on this matter.

 

The Board is asked to note the content of the report and the attached Summary of Police Provisions document.

 

10. Quarterly Performance Report

 

There is circulated for noting Report No. POL6-12 (104kb pdf) dated 13 January 2012 by the Chief Constable on operational activity since the last report, together with, circulated separately, Quarterly Performance Report - 3rd Quarter (312kb pdf) for the period 1 October 2011 to 31 December 2011.

 

11. Board Response to Police Complaints Commissioner for Scotland (PCCS) Documents, “Holding to Account” and “From Sanctions to Solutions”

 

There is circulated Report No. POL7-12 (343kb pdf) dated 20 January 2012 by the Clerk report providing a summary of the recommendations contained in the Police Complaints Commissioner for Scotland (PCCS) documents “Holding to Account” and “From Sanctions to Solutions”.

 

The report provides background information, identifies where NJPB practice and procedures differ from that recommended by the PCCS, and sets out the Complaints Working Group’s recommendations to the Board.

 

12. Procurement Report

 

There is circulated for noting Report No. POL8-12 (20kb pdf) dated 16 January 2012 by the Chief Constable on recent procurement activity.

 

13. Freedom of Information (Scotland) Act 2002 – Update Report

 

There is circulated for noting Report No. POL9-12 (26kb pdf) dated 16 January 2012 by the Chief Constable updating Board Members on the ongoing business arising from the Force’s administration of requests made for information under the Freedom of Information (Scotland) Act 2002.

 

14. Estate Management

 

There is circulated for noting Report No. POL10-12 (101kb pdf) dated 16 January 2012 by the Chief Constable providing an overview of the Capital and Management Projects Programme and including an update on Fort William.

 

15. Letters of Appreciation

 

There will be tabled for noting 46 letters of appreciation received by the Chief Constable for the period from 1 October to 31 December 2011. There is also circulated Report No. POL11-12 (24kb pdf) dated 16 January by the Chief Constable illustrating letters of appreciation.

 

16. Complaints about the Police

 

There is circulated Report No. POL12-12 (97kb pdf) dated 13 January 2012 by the Chief Constable regarding complaints against Police Officers from 1 October to 31 December 2011.

 

It is recommended that the Complaints Book specifying complaints against Northern Constabulary, which will be available for inspection by members prior to the meeting, be declared exempt by virtue of Paragraph 1 of Part 1 of Schedule 7A of the Local Government (Scotland) Act 1973.

 

17. Media Coverage

 

There is circulated for noting Report No. POL13-12 (117kb pdf) dated 16 January 2012 by the Chief Constable providing an overview of the activity provided by Corporate Communications in terms of media interest and the liaison that supports the strategic aims of the Force.

 

A summary of media coverage will be made available for inspection by Members prior to the meeting.

 

18. First Meeting of New Board

 

Members are asked to note that arrangements are being made to hold the first meeting of the Northern Joint Police Board following the May elections on Wednesday 6 June 2012.
