2. Declarations of Interest
Members are asked to consider whether they have an interest to declare in relation to any item on the agenda for this meeting. Any Member making a declaration of interest should indicate whether it is a financial or non-financial interest and include some information on the nature of the interest. Advice may be sought from Officers prior to the meeting taking place.

4. Draft Annual Report 2010/11
There is circulated for comment, Report No Val-7-11 comprising the draft Annual Report for 2010/11 prepared by the Assessor and Electoral Registration Officer and incorporating the Performance Report.
The Board is invited to agree:-
i.subject to the inclusion of the Audited 2010/11 Accounts once these are available, the Report be published; and
ii.should any changes be necessary, it be remitted to the Assessor and Electoral Registration Officer, in consultation with the Convener and Vice Convener, to determine whether to proceed with publication of the Annual Report or to delay until after the next meeting of the Board.
5. Unaudited Accounts 2010/11
There is circulated Val-8-11 comprising the Statement of Unaudited Accounts for the financial year 2010/11.
The Treasurer will respond to any matters arising from the Accounts.
The Board is invited to agree that once an unqualified report from the Auditor is received that the Audited Accounts then be incorporated into the Annual Report and the Report published.
6. Statement on Internal Control and Annual Report 2010/11
There is circulated Report No Val-9-11 by the Head of Internal Audit and Risk Management, The Highland Council, dated 22 August 2011 comprising his Annual report for 2010/11. The report includes an assessment of the adequacy, reliability and effectiveness of the Board’s system of internal financial control and provides information for their Corporate Governance Assurance Statement.
The Board is invited to raise any relevant points of issue and otherwise note the report.
7. Internal Audit Reports for 2010/11 and Audit Report Format Changes
There is circulated Report No Val-10-11 by the Head of Internal Audit and Risk Management, The Highland Council, dated 15 August 2011 summarising the Final Reports issued since that reported to the meeting of the Board on 24 November 2011. The report also provides details of changes being made to the format of the Internal Audit reports in accordance with best practice.
The Board is asked to;
(i) Consider the Final Reports referred to in Section 1.1 of the report, and discuss any other matters of interest with the Head of Internal Audit & Risk Management
(ii) Note the standard audit opinion which will be provided in each audit report and that this will be applied to all audits undertaken as part of the 2011/12 tactical plan onwards, and
(iii) Note the changes to the audit report format.
8. Report To Those Charged With Governance On The 2010/11 Audit
There is circulated, for noting, Report No Val-11-11 by the Senior Audit Manager, Audit Scotland on the 2010/11 Audit.
The Board is invited to note the report.
9. Revenue Budget Monitoring Statement 2011/12
There is circulated Report No Val-12-11 comprising a statement and commentary by the Assessor and Electoral Registration Officer dated 15 August 2011 on Revenue Expenditure and Income for the period to 31 July 2011, and the projected year end position.
The Board is asked to note the contents of the report.
10. Departmental Report
There is circulated Report No Val-13-11 by the Assessor and Electoral Registration Officer advising on the current position of the main activities of the Department.
The Board is asked to note the contents of the report.
