3.     Revenue Budget 2005/06

 

Report No CYP-16-06  by Bill Alexander, Head of Service (Children, Young People and Families) and Ron MacKenzie, Finance Manager, Education, Culture and Sport setting out the out-turn figures for the budget in 2005/06.

 

The Joint Committee is asked to note the report.

 

4.     Revenue Budget - Monitoring 2006/07  

 

Report No CYP-17-06 by Bill Alexander, Head of Service (Children, Young People and Families) and Ron MacKenzie, Finance Manager, Education, Culture and Sport providing monitoring information to 31 May 2006 and the projected year-end position on those areas of expenditure that have been delegated to the Joint Committee.

 

The Joint Committee is asked to note the report.

 

5.      Health Improvement Funding  

 

Report No CYP-18-06 by Jane Groves, Health Promotion Manager setting out the proposals for the use of the funding delegated to the Committee dedicated for health improvement activities in 2006/07 with further proposals for 2007/08.

 

The Joint Committee is asked to agree the proposals contained in the report.

 

6.     Out of Authority Placements Plan

 

Report No CYP-19-06 by Bill Alexander, Head of Service (Children, Young People and Families) updating Members about the situation regarding out of authority placements and which makes initial proposals with regard to the projected budget overspend.

 

The Joint Committee is asked to agree:-

 

i.  a more detailed report be presented to the Joint Committee on 25 August
   2006 with regard to the pattern of current placements and any further
   necessary actions; and

ii. the additional temporary measures set out in the report to provide local
   services and prevent out of authority placements for certain identified
   children.

 

7.     Highland Children’s Forum Inclusion Report – Officer Response             

                                                                                                                          

Report No CYP-20-06  by Stephen Iliffe, Senior Manager (Additional Support Needs) setting out an officers’ response to the recommendations contained within the Highland Children’s Forum (HCF) report “What Difference Would There Be If Children’s Experience Framed Policy?”, as previously considered at the Joint Committee’s last meeting.


The Joint Committee is asked to commend the HCF Report and to endorse the policy of educational inclusion and the practice developments set out in the report.

 

8.     Getting It Right For Every Child - Update  

 

Report No CYP-21-06  by Colin MacAulay, Project Manager updating Members on progress regarding Highland’s collaboration with the Scottish Executive as a pathfinding Authority for the implementation of “Getting It Right for Every Child”.

 

The Joint Committee is asked to note progress.

 

9.    Hidden Harm: Next Steps          

 

Report No CYP-22-06  by Bill Alexander, Head of Service, and Sally Amor, Child Health Commissioner, setting out the national policy framework to address the issues for children and young people affected by parental substance misuse and seeks approval for the “Women, pregnancy and Substance Misuse ” and “Domestic Abuse - Pregnancy and the Early Years ” protocols.  Copies of the protocols are circulated separately.

 

The Joint Committee is asked to note the report and to endorse the pathway documents.

 

10.  Infant Feeding Strategy                                                            

 

Report No CYP-23-06  by Sandra Harrington, Early Years Development Officer setting out a response to recommendations included within the Scottish Executive consultative report “Infant Feeding Strategy for Scotland”.


The Joint Committee is asked to agree the response.

 

11.  School Nutrition and Health Promotion Bill 

 

Report No CYP-24-06 by Louise Thomas (Health Promoting Schools Manager), Norma Murray (Head of Catering and Cleaning Services) and Fiona Clarke (Senior Health Promotion Specialist Nutrition) proposing a response to the Scottish Executive consultation on the School Nutrition and Health Promotion Bill.

 

The Joint Committee is asked to agree the response.

 

12.  Follow-up Child Protection Inspection

 

Report No CYP-25-06 by Bill Alexander, Head of Service (Children, Young People and Families) updates Members on the recent follow-up child protection inspection.

13.  Joint Inspection Model 

 

Report No CYP-26-06  by Bill Alexander, Head of Service (Children, Young People and Families) setting out a response to the consultation on generic quality indicators for the inspection of integrated children’s services.

 

The Joint Committee is asked to agree the response.

 

14.  Date of Next Meeting
