3. Revenue Budget 2009/10 – Monitoring Report 

 

Report No CYP-09-10 by Jonathan King, Head of Children’s Services details the position of the Joint Committee for Children and Young People budget as at 31 January 2010.

 

The Joint Committee is asked to note and comment on the current budget position as at 31 January 2010, and as projected for the year end.

 

4. Getting It Right For Every Child (GIRFEC) Update

 

Report No CYP-10-10 by Bill Alexander, Chief Operating Officer informs Members about the conclusion of the GIRFEC Change Project.

 

The Joint Committee is asked to celebrate the implementation of GIRFEC in Highland and mark the conclusion of the dedicated support for change.

 

5. “What Makes a Good Life?” – Presentation by Highland Children’s
     Forum

 

There will be a presentation by Gillian Newman, Highland Children’s Forum, expanding on themes set out in the document “What Makes a Good Life?” which is circulated separately as Booklet A.

 

6. Child and Adolescent Mental Health Services (CAMHS) –
    Implementation of Mental Health Framework
 

 

Report No CYP-11-10 by Sally Amor, Child Health Commissioner updates Members on the work that has been undertaken over the past year to implement the CAMHS Framework.

 

The Joint Committee is asked to note:-

 

i.   the progress made in relation to the Highland Implementation Plan for the
     Mental Health of Children and Young People: A Framework for Promotion,
     Prevention and Care, evidenced in the updated, revised Implementation
     Plan that will inform activity in For Highland’s Children 3;
ii.  the progress made in redesigning and the related investment in the
     specialist Child and Adolescent Mental Health services; and
iii.  the ongoing need  to build capacity with Joint Committee for Children and 
     Young People partners across the early years, in schools, in community 
     settings, and for children and young people who require specific and 
     additional support.

 

7. Children’s Rights Services – Presentation by Who Cares? Scotland

 

There will be a presentation by Who Cares? Scotland describing their services and informing Members about the potential for development of a Children’s Rights Service for Looked After Children in Highland.

 

8. Implementing the Early Years Framework in Highland/Early Years
    Review 


Report No CYP-12-10 by Sally Amor, Child Health Commissioner and Sam Brogan, Resource Manager, Early Years details the progress made towards delivering the Early Years Framework in Highland.

 

The Joint Committee is asked to note the progress made towards implementing the Early Years Framework, which provides a welcome impetus and focus to early years activity across Highland.

 

9. Changing for the Better: A Review of Child Health Services in NHS
    Highland


Report No CYP-13-10 by Sally Amor, Child Health Commissioner sets out the actions which have been taken and are planned to implement the modernisation of child health services to be completed by 2015.

 

The Joint Committee is asked to note that:-

 

i.   a review of child health services  in NHS Highland has been undertaken by
     Dr Zoe Dunhill, previously of Edinburgh Sick Children’s Hospital, NHS
     Lothian;
ii.  the Review has implications for the design and delivery of child health
     services across NHS Highland which are based on a cost neutral basis of
     service redesign and modernisation; and
iii.  a series of recommendations have been made that will be  implemented
     through to 2015 and that the Joint Committee will be kept advised of
     progress on implementing these over the coming months.

 

10. Future Business of Joint Committee on Children and Young People

 

Report No CYP-14-10 by Jonathan King, Head of Children’s Services sets out a proposed list of reports to be considered at future meetings of the Joint Committee on Children and Young People.

 

The Joint Committee is asked to note the proposed list of reports.

 

11. Date of Next Meeting

 

The next meeting of the Joint Committee will be held on Friday 4 June 2010 at 2.15 pm in the Council Chamber, Highland Council headquarters, Inverness.
