4. Revenue Budget Monitoring – 1 April 2009 to 31 January 2010
There is circulated Report No TEC-19-10 dated 8 March 2010 by the Director of Transport, Environmental and Community Services setting out the revenue monitoring position for the period 1 April 2009 to 31 January 2010 and the projected year end position.
The Committee is invited to note the:-
i. report and the attached monitoring statements which show the revenue
position for the period 1 April to 31 January 2010; and
ii. actions which have been put in place to manage the budget overspend
and pressures over the remainder of the financial year.
5. Capital Expenditure Monitoring – 1 April 2009 to 31 January 2010
There is circulated Report No TEC-20-10 dated 9 March 2010 by the Director of Transport, Environmental and Community Services summarising the capital expenditure monitoring position for the period 1 April 2009 to 31 January 2010 and the projected year end position.
The Committee is invited to note the:-
i. report and the attached monitoring statements which show the capital
expenditure position for the period 1 April 2009 to 31 January 2010; and
ii. capital expenditure position in relation to the Inverness City Streetscape
Works.
6. Emergency Works – C1087 “Bealach na Ba” and Henrietta Bridge, Avoch
There is circulated Report No TEC-21-10 dated 5 March 2010 by the Director of Transport, Environmental and Community Services inviting Members to note the emergency traffic restrictions, and safety measures, which have been put in place to protect public safety following structural damage to a retaining wall on the C1087 “Bealach na Ba”, and Henrietta Bridge, Avoch. Members are also invited to approve that remedial works are carried out to stabilise the retaining wall on the C1087 “Bealach na Ba” and that a further report, outlining remedial works for Henrietta Bridge, is taken to the Transport, Environmental and Community Service Committee on 27 May 2010.
The Committee is invited to:-
i. note that a 7.5 tonne restriction has been put in place on the C1087
“Bealach na Ba” to protect public safety and that regular inspections will
be carried out until the remedial works are completed;
ii. approve the remedial works which are required to stabilise Retaining Wall
45, and that consultation takes place with Ward Members and the local
community;
iii. approve that the cost of the remedial works, estimated at £130,000, is
accommodated from the Capital Programme in 2010/11; and
iv. note that Henrietta Bridge, Avoch has been closed to vehicular traffic to
protect public safety, and that a further report outlining remedial works
will be taken to the Transport, Environmental and Community Service
Committee on 27 May 2010.
7. Flood Risk Management (Scotland) Act 2009
There is circulated Report No TEC-22-10 dated 5 March 2010 by the Director of Transport, Environmental and Community Services inviting Members to recommend that a Flood Team is established, to carry out the additional duties placed on the Council by the Flood Risk Management (Scotland) Act 2009, to the next Resources Committee.
The Committee is invited to:-
i. agree to recommend to the Resources Committee, that a Flood Team is
established to carry out the additional duties placed on the Council by the
Flood Risk Management (Scotland) Act 2009; and
ii. note that the cost of the Flood Team, and associated computer software,
will be met from the funding allocated by the Scottish Government to
help local authorities meet their new duties under the Flood Risk
Management (Scotland) Act 2009.
8. Road Asset Management Plan (RAMP)
There is circulated Report No TEC-23-10 dated 5 March 2010 by the Director of Transport, Environmental and Community Services updating Members on the Society of Chief Officers of Transportation in Scotland (SCOTS) joint project with Local Authorities to develop a common asset management framework for the road and bridge infrastructure in Scotland and seeking approval for the first version of The Highland Council’s Road Asset Management Plan 2010/11.
The Committee is invited to:-
i. note the progress of the SCOTS Road Asset Management Project; and
ii. approve the first version of the Highland Council’s Road Asset Management
Plan 2010/11.
9. Review of Operational Services during the Period of Extreme Weather in December/January
There is circulated Report No TEC-24-10 dated 5 February 2010 by the Director of Transport, Environmental and Community Services updating Members on the initial Review of Operational Services following the period of extreme weather in December and January and seeking approval that a detailed review of the Council’s Winter Maintenance Policy and Operational Procedures is undertaken and the outcomes reported back to a future Transport, Environmental and Community Services Committee to allow any agreed changes to be implemented for next winter.
The Committee is invited to:-
i. approve that a detailed review of the Council’s Winter Maintenance Policy
and Operational Procedures is undertaken and the outcomes reported to
a future Transport, Environmental and Community Services Committee to
allow any agreed changes to be implemented for next winter;
ii. approve that a detailed review of the burial administration service during
the holiday period is undertaken to ensure consistency across the
Highlands and the outcome reported to a future Transport, Environmental
and Community Services Committee; and
iii. note that a review of the arrangements for customer contact during the
Christmas/New Year period will be included in the overall review to be
undertaken by the Chief Executive.
10. Review of Speed Limits on A and B Class Roads
The Scottish Government have requested that Local Authorities review the speed limits on A and B Class roads in their areas by 2011. In this connection, there is circulated Report No TEC-25-10 dated 5 March 2010 by the Director of Transport, Environmental and Community Services seeking approval, given the extent of the Highland road network, that in the first instance a desk top assessment of accident rates is carried out and that the results of this assessment is used to determine the extent of the Review of Speed Limits on A and B Class Roads.
The Committee is invited to:-
i. agree to support the objectives for reviewing the speed limits on A and B
Class roads; and
ii. approve, given the extent of the Highland road network, that in the first
instance a desk top assessment of accident rates is carried out and that
the results of this assessment are used to determine the extent of the
Review of Speed Limits on A and B Class Roads with the result of the desk
top assessment being reported to a future Transport, Environmental and
Community Services Committee.
11. Review of Parking Charges for Aviemore and Fort Augustus
There is circulated Report No TEC-26-10 dated 5 March 2010 by the Director of Transport, Environmental and Community Services inviting Members to approve the introduction of revised parking charges in the public off-street Car Parks in Aviemore and Fort Augustus.
The Committee is invited to approve that the revised parking charges set out in the report are introduced following the processing of the necessary statutory procedures.
12. Waste Aware Highland Campaign
There is circulated Report No TEC-27-10 dated 5 March 2010 by the Director of Transport, Environmental and Community updating Members on the Council’s Waste Aware Highland Campaign and highlighting the main issues that the Waste Awareness Team will be targeting over the forthcoming year.
The Committee is invited to:-
i. note progress made to date; and
ii. agree to support the Waste Aware Highland Campaign planned for
2010/11.
13. Food Safety Service Plan 2010/11
There is circulated Report No TEC-28-10 dated 5 March 2010 by the Director of Transport, Environmental and Community Services inviting Members to approve the Food Safety Service Plan 2010/11.
The Committee is invited to approve the Food Safety Service Plan 2010/11 contained within this report.
14. Health and Safety at Work Service Plan 2010/11 (Environmental Health)
There is circulated Report No TEC-29-10 dated 5 March 2010 by the Director of Transport, Environmental and Community Services inviting Members to approve the Health and Safety at Work Service Plan 2010/11 (Environmental Health).
The Committee is invited to approve the Health and Safety at Work Service Plan 2010/11 (Environmental Health), as contained in Appendix A of the report.
15. Noise Complaints Customer Survey
There is circulated Report No TEC-30-10 dated 5 March 2010 by the Director of Transport, Environmental and Community Services advising Members of the outcome of a Customer Satisfaction Survey carried out by Transport, Environmental and Community Services’ Environmental Health Service in connection with Noise Complaints.
The Committee is invited to note the contents of the report and to comment on its content.
16. Performance Management: Statutory and Internal Performance Indicators – 3rd Quarter 2009/10
There is circulated Report No TEC-31-10 dated 5 March 2010 by the Director of Transport, Environmental and Community Services providing details of Transport, Environmental and Community Services’ performance, as measured by Statutory Performance Indicators and Internal Performance Indicators, for the third quarter of financial year 2009/10.
The Committee is invited to note the performance of Transport, Environmental and Community Services in relation to Service activities that are measured by Statutory Performance Indicators and Internal Performance Indicators.
17. Renewable Energy – European Marine Energy Centre, Orkney
There is circulated Report No TEC-32-10 dated 5 March 2010 by the Director of Transport, Environmental and Community Services seeking approval for the Leader of the Council’s Administration and the Vice Chair of Transport, Environmental and Community Services to visit the European Marine Energy Centre (Orkney) in June (to coincide with the HITRANS Board Meeting) to explore the options for joint working of feasibility studies and sources of European funding for Renewable Energy Fixed Link projects with Orkney Members.
The Committee is invited to:-
i. approve that the Leader of the Council’s Administration and the Vice Chair
of Transport, Environmental and Community Services visit the European
Marine Energy Centre (Orkney) in June (to coincide with the HITRANS
Board Meeting) to explore the options for joint working of feasibility
studies and sources of European funding for Renewable Energy Fixed Link
projects with Orkney Members; and
ii. note that the Chair of Transport, Environmental and Community Services
will be attending the HITRANS meeting at the same time in his capacity as
Vice Chair of HITRANS.
18. Deletion of Part of the U1140 Killin Road, Whitebridge from the List of Roads
There is circulated Report No TEC-33-10 dated 5 March 2010 by the Director of Transport, Environmental and Community Services seeking approval for the deletion of the section of the U1140 Killin Road, between Garrogie Lodge and Killin Lodge, from the List of Roads, subject to there being no unresolved objections.

19. Consultation on Death Certificate, Burial and Cremation
There is circulated Report No TEC-34-10 dated 5 March 2010 by the Director of Transport, Environmental and Community Services inviting Members to approve the Council’s response to the Scottish Government’s Consultation on Death Certification, Burial and Cremation.

20. Response to Scottish Government Reservoir Safety in Scotland Consultation
There is circulated Report No TEC-35-10 dated 5 March 2010 by the Director of Transport, Environmental and Community Services inviting Members to approve the Council’s response to the Scottish Government’s Consultation on Reservoir Safety in Scotland.
The Committee is invited to approve the Council’s response to the Scottish Government’s Consultation on Reservoir Safety in Scotland, as contained in Appendix A of the report.

22. Exclusion of the Public
The Council is asked to resolve that, under Section 50A(4) of the Local Government (Scotland) Act 1973, the public be excluded from the meeting during discussion of the following item on the grounds that it involves the likely disclosure of exempt information as defined in Paragraph 8 of Part 1 of Schedule 7A of the Act.
