5. Scottish Ferry Services – Draft Plan for Consultation

 

There is circulated Report No TEC-17-12 (72kb pdf) dated 3 March 2012 by the Director of Transport, Environmental and Community Services inviting Members to approve the Council’s response to the Scottish Government’s consultation on the Draft Plan for Scottish Ferry Services.

 

The Committee is invited to approve the Council’s response to the Scottish Ferry Services Draft Plan for consultation, as detailed in Appendix A of the report.

 

6. Revenue Budget Monitoring – 2011/12

 

There is circulated Report No TEC-18-12 (154kb pdf) dated 2 March 2012 by the Director of Transport, Environmental and Community Services setting out the revenue monitoring position for the period 1 April 2011 to 31 January 2012 and the projected year-end position.

 

The Committee is invited to note the report and the attached monitoring statements which show the revenue position for the period 1 April 2011 to 31 January 2012 and the actions which have been put in place to manage the budget over the remainder of the financial year.

 

7. Capital Expenditure Monitoring – 2011/12

8. Stromeferry Bypass – Update on Road Closure

 

There is circulated Report No TEC-20-12 (34kb pdf) dated 2 March 2012 by the Director of Transport, Environmental and Community Services updating Members on the road closure at the Stromeferry Bypass which has been put in place to protect the public following a series of rock falls.

9. Allocation of £2m to Target Road Repairs

 

There is circulated Report No TEC-21-12 (54kb pdf) dated 5 March 2012 by the Director of Transport, Environmental and Community Services inviting Members to agree the distribution method for the additional £2m provided to target structural road repairs and drainage maintenance.

 

The Committee is invited to approve the distribution method set out in the report and the specific allocation to each Ward.

 

10. Programme for Flood Alleviation Schemes

 

There is circulated Report No TEC-22-12 (1722kb pdf) dated 2 March 2012 by the Director of Transport, Environmental and Community Services inviting Members to approve the programme for Flood Alleviation Schemes for the period 2011/12 to 2016/17.

 

The Committee is invited to approve the programme for Flood Alleviation Schemes, as detailed in Appendix B of the report.

 

11. Waste Policy, Targets and Performance

 

There is circulated Report No TEC-23-12 (66kb pdf) dated 2 March 2012 by the Director of Transport, Environmental and Community Services summarising the Council’s progress on moving to sustainable waste management within the context of Government policy over the last decade.  It also gives an indication on some of the work which is still to be done.

 

The Committee is invited to note the progress made to date and of the challenges that lie ahead in meeting the new carbon based targets.

 

12. Review of Speed Limits on A and B Class Roads

 

There is circulated Report No TEC-24-12 (224kb pdf) dated 5 March 2012 by the Director of Transport, Environmental and Community Services informing Members that the Scottish Government requires all Local Authorities to review the speed limits on A and B Class Roads within their area.  The Report updates Members on the progress of this review, the methodology to be used for carrying it out and the resource implications of completing the review.

 

The Committee is invited to:-

 

i.  approve:-
    a) the objectives and methodology for carrying out the speed limit review
    on A and B Class roads, as set out in the report;
    b) the list of routes identified for further study as part of the review as
    listed in the Appendices to the report; and
ii. note that further reports will be made to the Transport, Environmental and
    Community Services Committee when a route has been identified for a
    change to the speed limit.

 

13. Ben Wyvis Primary Safer Routes to School Scheme - Traffic Orders

 

There is circulated Report No TEC-25-12 (55kb pdf) | Appendix 1 (1382kb pdf)Appendices 2-4 (2069kb pdf) | TEC-25-12 Appendix 5-8 (1711kb pdf) dated 5 March 2012 by the Director of Transport, Environmental and Community Services asking Members to overrule a number of unresolved objections received in respect of published draft Orders for the Ben Wyvis Safer Routes to School project and approve the making of the necessary Road Traffic Orders and traffic calming features.

 

The Committee is invited to agree to overrule the objections received to the various draft orders and traffic calming features and approve the making of the following Road Traffic Orders:-

  • The Highland Council (Maryburgh) (20MPH Speed Limit) Order 2012
  • The Highland Council (Conon Bridge)(20MPH Speed Limit) Order 2012
  • Wrightfield Chicane (Maryburgh)
  • High Street, Speed Hump (Conon Bridge)
  • Station Road Priority Give Way Feature (Conon Bridge)
  • School Road Speed Cushions (Conon Bridge)

14. Control of Dogs (Scotland) Act – Policy and Procedure

 

There is circulated Report No TEC-26-12 (89kb pdf) dated 2 March 2012 by the Director of Transport, Environmental and Community Services inviting Members to approve the Policy and Procedure in relation to the implementation of the Control of Dogs (Scotland) Act 2010.

 

The Committee is invited to approve the Policy and Procedure for the implementation of the Control of Dogs (Scotland) Act 2010.

 

15.  Consumer Advice Protection (Transition from Consumer Direct to Citizens Advice Consumer Services)

 

There is circulated Report No TEC-27-12 (38kb pdf) dated 5 March 2012 by the Director of Transport, Environmental and Community Services informing Members of the transition of the first tier consumer advice services that are currently provided in Highland and across the UK by Consumer Direct, to the new Citizens Advice consumer service, by the end of March 2012.  The report also seeks homologation of the decision to enter into a new data sharing agreement with Citizens Advice that is necessary to facilitate the effective provision of the service to Highland consumers.

 

The Committee is invited to:-

 

i.  note the planned transition by the end of March 2012 of the first tier
    consumer advice service currently provided by Consumer Direct Scotland to
    Citizens Advice consumer services;
ii. agree to homologate the decision by the Director of Transport,
    Environmental and Community Services to enter into a new data sharing
    agreement with Citizens Advice.

 

16.  Trading Standards – Internet Delivery Charges Project

 

There is circulated Report No TEC-28-12 (52kb pdf) dated 2 March 2012 by the Director of Transport, Environmental and Community Services inviting Members to note the initial findings of the Internet Delivery Charges project undertaken by Trading Standards and a summary of some early outcomes achieved.  Members are also invited to approve the strategy that has been developed in accordance with the Council’s enforcement policy to address those cases where the law is believed to have been breached, but also to address those issues highlighted from the survey responses that, although considered to be detrimental to the economic interests of Highland consumers, fall outwith Trading Standards’ enforcement remit.

 

The Committee is invited to:-

 

i.  note the initial findings of the Internet Delivery Charges project undertaken
    by Trading Standards and a summary of some early outcomes achieved; and
ii. approve the strategy that has been developed in accordance with the
    Council’s enforcement policy to address those cases where the law is
    believed to have been breached, but also to address those issues

    Trading Standards’ enforcement remit.

 

17.  Public Health Protection Plan 2012 to 2014

 

There is circulated Report No TEC-29-12 (439kb pdf) dated 2 March 2012 by the Director of Transport, Environmental and Community Services inviting Members to approve the next version of the Public Health Protection Plan developed jointly by the Highland Council, Argyll and Bute Council and NHS Highland Board. 

 

The Committee is invited to:-

 

i.  agree to delegate authority to the Director of Transport, Environmental and
    Community Services, in consultation with the Chair and Vice Chair, to
    approve any further changes before final publication in April;
ii. approve the Joint Public Health Protection Plan, as contained in Appendix A
    (subject to any further changes being agreed with the Director before final
    publication in April); and
iii. agree that the Public Health Protection Plan is placed on the Council’s
    website.

 

18.  Food Safety Service Plan 2012/13

 

There is circulated Report No TEC-30-12 (145kb pdf) dated 2 March 2012 by the Director of Transport, Environmental and Community Services inviting Members to approve the Food Safety Service Plan 2012/13 for the Food Safety section of Environmental Health.

 

The Committee is invited to approve the Food Safety Service Plan for 2012/13,  as contained in Appendix A of the report.

 

19.  Audit Scotland - Transport for Health and Social Care

 

There is circulated Report No TEC-31-12 (45kb pdf) dated 2 March 2012 by the Director of Transport, Environmental and Community Services updating Members on the key findings and recommendations from the Audit Scotland report on Transport for Health and Social Care and the work which the Council and its partners are undertaking in response to the findings of the report.

21.  Street Markets Policy – Inverness

 

There is circulated Report No TEC-33-12 (558kb pdf) dated 2 March 2012 by the Corporate Manager inviting Members to approve the Streets Markets Policy, as endorsed by the Inverness City Committee on 13 February 2012, on the basis of a one year pilot within Inverness City Centre (as defined by the geographic extent of the Business Improvement District area).

 

The Committee is invited to agree the Street Markets Policy for use on a one year pilot basis within Inverness city centre (as defined by the geographical extent of the Business Improvement District area) with effect immediately.
