3. Revenue Budget – Monitoring 2012/13

The Committee is invited to approve the report and the attached monitoring statements which show the revenue position for the period 1 April 2012 to 30 September 2012, and the action which have been put in place to manage the budget over the remainder of the year.

 

4. Capital Expenditure – Monitoring 2012/13

There is circulated Report No TEC-63-12 (99kb pdf) dated 6 November 2012 by the Director of Transport, Environmental and Community Services informing Members of the Capital Expenditure monitoring position for the period 1 April 2012 to 30 September 2012 and the projected year end position.

 

The Committee is invited to approve:-

 

i. that the Muchrachd replacement bridge is brought forward to the current 
  year due to the deteriorating condition of the bridge and the serious impact
  that the 3 tonne weight restriction is having on the local community; and
ii. the capital expenditure monitoring position for the period 1 April 2012 to 30
   September 2012.

 

5.  Review of Evening Bus Services

There is circulated Report No TEC-64-12 (39kb pdf) dated 6 November 2012 by the Director of Transport, Environmental and Community Services updating Members on the outcome of the Review of Highland Bus Services which are provided through Council contracts and inviting Members to approve the continuation of all existing service contracts.

 

The Committee is invited to:-

 

i. note the outcome of the Review of Evening Bus Services;
ii. approve the continuation of all existing evening bus service contracts; and
iii. agree to delegate powers to the Director of Transport, Environmental and
   Community Services, in consultation with the Chair and Vice Chair of
   Transport, Environmental and Community Services and local Ward Members,
   to implement modest savings through minor adjustments to individual routes
   following discussions with the bus operators.

 

6. Service Plan 2012-2017

There is circulated Report No TEC-65-12 (553kb pdf) dated 6 November 2012 by the Director of Transport, Environmental and Community Services inviting Members to approve the Service Plan (2012-2017) for Transport, Environmental and Community Services which sets out the enabling actions and key performance results which will deliver “Working together for the Highlands”, the Programme for the Highland Council, and the statutory and core functions of the Service including the Single Outcome Agreement.

 

The Committee is invited to approve the Service Plan (2012-17) for Transport, Environmental and Community Services.

 

7. Review of Waste Management Strategy

There is circulated Report No TEC-68-12 (149kb pdf) dated 2 November 2012 by the Director of Transport, Environmental and Community Services inviting Members to note the findings of the inspection carried out by the Interception of Communications Commissioner’s Office (IOCCO) in August 2012 and to approve the implementation of the Inspector’s recommendations as detailed in Annex A to the IOCCO Report, including Membership of the National Anti-Fraud Network.

10. Food Safety Update

There is circulated Report No TEC-69-12 (62kb pdf) dated 5 November 2012 by the Director of Transport, Environmental and Community Services advising Members on changes at national level to delivery of food safety, proposed changes to the food hygiene inspection programme to implement guidance on E. coli O157 controlling cross-contamination and the proposed review of the Council’s export certification charging regime.

 

The Committee is invited to:-

 

i. note the on-going reviews on the delivery of Food Safety;
ii. approve the amendment to the Food Safety Service Plan to provide
   flexibility on implementing the Food Standards Agency cross-contamination
   guidance; and
iii. approve that the export certification charges are reviewed in consultation
   with the industry.

13. Proposed Membership of the “ROADEX Network”

There is circulated Report No TEC-72-12 (591kb pdf)  dated 2 November 2012 by the Director of Transport, Environmental and Community Services informing Members that the fourth ROADEX Project, which was set up to advance the management and maintenance of low volume roads across the Northern Periphery, ended in June 2012 and inviting Members to approve the Council’s membership of the “ROADEX Network” to allow continued co-operation between partners.
