Highland Council Election: Count Arrangements 2012

The Count for the 22 Highland Council Wards will be held in the Inverness Sports Centre, Bught Park, Inverness commencing at 8.00 a.m. on Friday 4th May 2012 with the opening of the Ballot Boxes. The Count will be conducted using electronic counting under a Scottish Government contract. The Company driving the count is Logica and it has produced a Candidate and Agent version of an eLearning module and the module can be accessed here: www.logica.co.uk/ecounting

This is for Candidates and Agents to view in advance of the election in order to familiarise themselves with the eCount process.

The Elections Management Board for Scotland has produced Frequently Asked Questions on E-Counting 2012 (97kb pdf).

This aims to:

  • outline what the e-counting software does,
  • explain how it has been tested and validated for use at the Scottish Local Government Elections on 3 May 2012,
  • provide information which can be used to demonstrate confidence in the use of the system, and
  • give guidance on how to respond to any request for a recount.

Voters will be able to express preferences for as many candidates as they wish by writing numbers i.e. 1,2 3, 4 etc. Details of the voting system may be  found here.

The advice and guidance on the interpretation of Doubtful Local Government Ballot Papers (1440kb pdf) has been produced by the Electoral Commission.
