Carers Allowance
DWP describe the Carer's Allowance (CA) as a benefit to help people who look after someone who is disabled. They do not have to be related to, or live with, the person that is cared for. CA may be available if a person is aged 16 or over and spends at least 35 hours a week caring for a person getting Attendance Allowance, or Disability Living Allowance (at the middle or highest rate for personal care), or Constant Attendance Allowance (at or above the normal maximum rate with an Industrial Injuries Disablement Benefit, or basic (full day) rate with a War Disablement Pension).

1.1% of people aged over 16 in Highland receive CA, the same as the United Kingdom average and slightly less than the Scotland average of 1.1%. There has been a general trend of increasing numbers of people receiving CA over the last five years in Scotland and Great Britain and Highland is now following this trend.

Highland is ranked 14th out of the 32 Local Authorities for the percentage of people aged over 16 receiving CA with Glasgow (1.7) and West Dunbartonshire (1.6%) the highest and Shetland and Aberdeen City the lowest (both 0.6%). Highland had an increase of 4.3% between 2009 and 2010 which is similar to the Scotland average: during this period Orkney Islands had the biggest increase.
