This study was undertaken by Pion Economics and was funded by five rural councils: Highland, Aberdeenshire, Angus, Dumfries & Galloway and Scottish Borders. The purpose of the study was to influence the review of the role of deprivation in Grant Aided Expenditure (GAE) called by the Finance Minister in 2000.
