Finance Service
The main Service functions are;
- The Director has statutory responsibility for the financial affairs of the Council.
- Billing and collecting council tax, administering Council Tax Benefit and Housing Benefit, and billing and collecting business rates.
- Billing and collecting water and wastewater charges on behalf of Scottish Water.
- Providing financial support to Services in terms of accounting, treasury management, supplier payments, income recovery and payroll.
- Treasury and Investments, Budget Strategy, Policy & Taxation, Public Private Partnerships (PPPs) and Joint Ventures.
- Support to Northern Constabulary, Highlands & Islands Fire and Rescue Service, and other Joint Boards.
- Internal Audit and Insurance and Risk Management.
- Statutory Performance Indicators for the Council.
- Procurement policy and strategy within the Council ensuring a Best Value approach.
- Managing the Pension Schemes for the Council and a number of other associated agencies.
- Benefits maximisation and money advice.
