Community Council Review - Final Outcome
The Council has approved a new Scheme of Establishment for Community Councils which came in to force on 1st April 2011. This follows three phases of consultation which began in September 2009 and finished on 31st January 2011.
Community Councils were first established in Scotland following the Local Government (Scotland) Act 1973. Thereafter, the Local Government (Scotland) Act 1994 which provided the current system of unitary Local Authorities, made provision for the continuation of Community Councils.
Community Councils are created through a Scheme of Establishment set out by the Local Authority. The Scheme sets out the parameters and the framework under which Community Councils operate.
