3 - Boundary matters requiring further discussions following stage one

Following the close of the first phase of consultation in December 2009, the representations received were considered. A number of the representations received suggested change, often significant change, but it was clear that there had been no local discussion on the proposals or that there were differing views.

In the absence of a clear local consensus in favour of change, it was recommended that the status quo should remain meantime, pending further local discussions during this phase of consultation.

The following table sets out the proposals received where further discussion is required during this phase of consultation. Ward managers have been asked to work with Community Councils, Communities and local members in clarifying views on these potential boundary changes.

Proposal

Beauly Community Council

  • Suggested extension to boundary at west and east affecting Kilmorack, Kirkhill and Bunchrew and Muir of Ord Community Councils

Thurso Community Council and Caithness Members

  • Proposal to include Scrabster within Thurso Community Council
  • Unclear whether population wish a change in Community Council and Caithness West Community Council are content with the status quo.

Caithness Members

  • Proposal to include Milton within Wick Community Council
  • View of the population unclear and Tannach and District Community Council disagree

Caithness Members

  • Proposal to re-configure Dunnet and Canisbay to take in Sinclair’s Bay and match ward boundary

Muir of Ord

  • Proposal to amend boundary to match the ward boundary at Windhill and Corry

Dingwall

  • Proposal to include Fodderty and the Heights of Dochcarty within  Dingwall Community Council
  • Unclear views of the local population and Strathpeffer Community Council disagree

Skye Community Councils

  • Proposal from Skye Members to re-configure community Council make-up on Skye and reduce from the current 16 to 3

Inverness South

  • Proposal to move boundary to match the ward boundary between Inverness South and Ness side

Inverlochy and Torlundy Community Council

  • Re-configure to match ward boundary

Nairn Suburban and Nairn West Community Councils

  • Proposal of one Community Council for Nairn
  • Not supported by all current Nairn Community Councils and the view of the wider public is unclear.

Tongue, Melness and Skerray Community Council

  • Proposal to change the boundary between Tongue, Melness and Skerray and Durness Community Councils

Assynt Community Council

  • Proposal to change the boundary between Assynt, Creich and Ardgay Community Council

Morvern Community Council

  • Proposal to include the whole of the Morvern peninsula within Morvern Community Council

Fort Augustus and Glenmoriston Community Council

  • Proposal to merge Fort Augustus and Glenmoriston and Invergarry Community Councils
