Listed below is the action required and the outcomes resulting from discussion at the Eilean a’Cheo Ward Forum meeting on 1st October 2007 held in the Dame Flora Lounge, Dunvegan Hall.

 

Item 2.0 Action Note 3rd September 2007

 

No action necessary  Subject to noting that Alison Hudson, NHS Locality General Manager should be included in the list of those who had submitted apologies, the Action Note was AGREED and NOTED.

 

Item 3.0 Community Safety Issues

 

3.1 Anti-social Behaviour and Domestic Abuse

 

It was AGREED:

(1)  to note the presentation by Tracey Urry
(2)  that Tracey Urry and Northern Constabulary would investigate a problem
      highlighted by councillors in Portree with a view to referral to the Anti
      Social Behaviour Partnership

3.2  Fire & Rescue Service

 

It was NOTED that Dave Leishman had at the last moment been called away to attend a road traffic accident.

 

3.3  Policing Issues

 

It was AGREED:

(1)  to note the presentation by Superintendent Darcy 
(2)  to note that Chief Inspector Eddington had been in discussion with
      Transport Scotland who had agreed to install cameras with a functionality
      for automatic number plate recognition on the Skye Bridge. The Force
      Decision Process Group would require to give their approval but the Chief
      Inspector was confident that a robust business case could be made.

Item 4.0 Ward Discretionary Budget

 

It was NOTED that the following had been agreed:

(1)  £21,690.00 or the shortfall in funding, whichever the less, to the Staffin
      Trust. 
(2)  £1,700.00 to Skye and Lochalsh Arts and Crafts Association  
(3)  £1,500.00 subject to checking full accounts to Feis an Eilean  
(4)  £3,360.00 to the Isle of Skye Pipe Band.

 

AGREED to check if all Community Councils had been advised that they could submit bids from the Ward discretionary Budget, particularly with regard to funding for Village officers.

Item 5.0 20 mph Speed Limits

 

AGREED to note the following proposals:

 

(1)  Part Time 20 mph at Kilmuir. 
(2)  Part Time 20 mph at Knockbreck. 
(3)  Extend 30 mph and impose Part time 20 mph at Staffin. 
(4)  30 mph at Edinbane Loop and 20 mph on Blackhill Road. 
(5)  30 mph at Elgol with a 20s Plenty advisory limit.

 

Item 6.0 Question and Answer Session

 

Following a question from Watson Laing about a rumour that Borrodale Primary School was mothballed, it was NOTED that:

 

(1)  Councillors were unaware of any proposal;
(2)  It was a statutory requirement to consult with parents, School Board,
      PTA;
(3) There was no statutory requirement to consult with Community Councils
      but there was nothing to stop a School Board etc doing so;
(4)  Mothballing could only be carried out due to numbers, not cost;
(5)  Mothballing did not mean closure.
