1. Apologies – Theresa James; Chief Inspector John Chisholm; Donnie Corbett; Kilmallie Community Council
2. Action Sheet update from 10 March
Ward Discretionary Budget – copy of 07/08 spend circulated
3. Waste Issues – Andy Tuckwood made a presentation re the waste strategy. The main topic was around the Government’s waste policy and the move towards Zero Waste. The following refreshed targets are as follows:
Recycling Targets Landfill Targets Energy From Waste
2010 40% 56% 4%
2013 50% 36% 14%
2020 60% 15% 25% maximum
2025 70% 5% 25% maximum
Plastics/cans/plastic bottles will start to be collected from households outwith Fort William later this year.
Concerns were expressed around lack of litter bins in lay-bys. While this is standard Highland Council policy, it was agreed that AT would liaise with Glengarry and Spean Bridge, Roy Bridge & Achnacarry Community Councils re specific areas of nuisance. Similar issues were reported at Caol and Glen Nevis, although Forestry Commission policy is also to have no bins. Action AT
Other issues raised were:
• Invergarry Road – KinlochHourn – scrub cutting blocking ditches – TECS to arrange site visit
• Winter road gritting – Faichem Road badly affected – winter gritting list to be circulated to CCs
• Tourist sign for Daingean – applied for to BEAR Scotland many years ago – why has it not been approved – DF to check with FCS
• Scrub clearance at Daingean needed to improve visibility – Transerv to check
4. Trunk Road Maintenance – Bob Mitchell, Area Manager, Transport Scotland and Mark Smith, Area Manager, Transerv updated the meeting on proposed budgets and works for the current financial year. While £25 million of safety works have been identified, Transerv has only been given a budget of £5million. This means a very low level of works will be carried out in the current financial year, but they are hopeful of a larger budget next year. Works this year will be strictly prioritised and many smaller works may not be done.
Issues identified included:
- small works at Farrow Drive; Tomonie; burn at Invergarry School; broken manhole at Aberchalder – Transerv to check
- Spean Bridge Community Council have had no response from Transport Scotland re pelican crossing plus status of project to deal with landslip – Transerv to respond
5. Waterfront Update – update circulated
6. AOCB – Payphone consultation – DF to circulate; Community Councils to respond.
