Theme: Community Infrastructure
1. Introduction & Welcome –
David Haas opened the inaugural Ward Forum for Inverness South by welcoming the Forum members and the public and thanking them for their attendance.
2. A Presentation on the Background and Formation of Ward Forums
Presentation by William Gilfillan regarding the overall strategy of Ward Forums and their role. Also statement of Highland Council’s commitment to the National Standards for Community Engagement.
3. A Presentation on Planning Issues
Presentation by David Polson – Area Planning & Building Standards Manager in relation to planning matters relating to Milton of Leys & Inshes Communities.
4. A Presentation on Culture & Sport Issues
Presentation by Hector Robertson – Area Education Culture & Sport Manager regarding development of education culture & sport resources and service delivery.
5. Northern Constabulary
Questions for Inspector Marquis from the general public, including questions on police patrolling and community police.
The Police Commander has agreed that there will be an inspector at each Ward Forum. Also the four Council Members, William Gilfillan – Corporate Manager, David Haas – City Manager, the four Police Inspectors and the Commander will discuss how policing issues can be addressed in the Ward Forums.
Thereafter Inspector Marquis had to leave the meeting.
6. Questions from the public
Discussion & debate about community facilities and planning gain. Issue was taken with the size of the Play Areas that developers leave. 20% of population are under 15 years of age – question over provision for youth and children. It is hoped that Community Councils will be more involved in the range of facilities, etc, that the planners need to make sure are in place.
Action: Agreed for Ward Manager to consult with Councillors, Community Councils and Residents Associations to consider development of Community Facilities – possibly consider Community Enterprise.
Consider how Developer Contributions may be used for this.
Issues raised by members of the public in relation to grass cutting, road and path maintenance.
Action: Ward Manager to raise with Transport, Environmental & Community Services (TECS).
