Highland Flood Liaison and Advisory Group

FLAG

Highland Flood Liaison and Advisory Group (FLAG) was set up in November 2002 and is an informal and advisory group tasked with promoting sustainable flood management for the whole of the Highland Council administrative area. Highland FLAG is convened by the Council and meets on an occasional basis. A variety of people, from several different organisations, attend the group. These include planners, emergency planners and engineers from Highland Council, representatives from SEPA, SNH and Scottish Water and also an insurance representative.

The FLAG has been set up in order to obtain information on flood risk areas to be used in such things as formulating planning policies and advising on planning applications and land allocations. The group also contributes to a range of other work including Catchment Management Planning, Sustainable Urban Drainage Systems and other Building Control Matters.

District and Sub-district Advisory Groups

The Flood Risk Management (Scotland) Act 2009 requires the creation of advisory groups, which will help SEPA and Local Authorities to adopt a fully collaborative approach. The groups will act as standing consultative panels on flood assessment, planning and management. The Act requires the establishment of two types of advisory groups - district and sub-district. The district groups will be a nationally focused group that would oversee the preparation of the flood management plans by SEPA and help set the national policy framework for flood risk assessment and management. The intention is for the district group to be led by SEPA.

The sub-district groups are likely to be led by Local Authorities and would assist in the preparation of Local Flood Risk Management Plans and coordinate contributions to the district plan. The FLAG will be replaced by sub-district Flood Risk Advisory Groups (by March 2012). The remit and membership of these sub-district advisory groups are yet to be determined.
