Houses in Multiple Occupation - Supplementary Guidance

On the 16th November 2011, The Highland Council's Planning, Environment and Development Committee adopted the Houses in Multiple Occupation: Interim Supplementary Guidance.

The purpose of the guidance is to monitor and help manage the land use planning issues associated with houses in multiple occupation. You can download the guidance using the link below:

Houses in Multiple Occupation and Inverness City Centre
When the guidance was adopted a moratorium on planning permission for new houses in multiple occupation within Inverness City Centre (as defined by the Inverness Local Plan) was agreed for a period of 1 year from 16th November 2011 to enable a period of time to assess the community amenity impact of a high concentration of houses in multiple occupation with relation to the residential stock of the area. For more information on the moratorium please see the Houses in Multiple Occupation: Interim Supplementary Guidance.

Houses in Multiple Occupation - Sensitive Areas
To aid in the monitoring of houses in multiple occupation concentrations in line with the guidance, every 6 months we will produce maps showing areas that are at or above 8% concentration. These are intended as information for applicants and planning officers as well as members of the public. The maps show where the concentration of houses in multiple occupation is getting towards what the Planning Authority consider to be a high concentration. You can download these maps below:

Strategic Environmental Assessment

As with all Plans, Policies and Strategies the Council produces, the supplementary guidance has been subject to a Strategic Environmental Assessment to assess the level of significance of any environmental impacts. The supplementary guidance is currently under review and as such a further screening of the guidance for environmental effects has been undertaken. You can download the associated documents below:
