Highland Wide Local Development Plan | Main Issues Report | Proposed Plan | Examination

When producing a plan we need to consider a wide range of evidence and carry out assessments on the plan.

Monitoring Report

We are required to produce a Monitoring Statement which looks at how the Highlands has changed since we started using the Highland Structure Plan in 2001. This was published alongside the Main Issues Report for the Highland-wide Local Development Plan in August 2009. You can download this below

Strategic Environmental Assessment

As with all Plans, Policies and Strategies the Council produces, the Highland wide Local Development Plan will be subject to a Strategic Environmental Assessment to assess the level of significance of any environmental impacts. The current stage for the Strategic Environmental Assessment is a Revised Environmental Report, which takes into consideration changes to the plan between Main Issues Report and Proposed Plan stages and comments from the Consultation Authorities and other interested parties.

The Revised Environmental Report was available for public consultation from the 24th September 2010 – 3rd December 2010. You can view the Revised Environmental Report using the links below or at Council Headquarters, Glenurquhart Road, Inverness, IV3 5NX.

The publication of the Revised Environmental Report was advertised in the Press and Journal newspaper on Friday 24th November 2010. You can view the advert by clicking here.

The Highland Council have carried out an Environmental Assessment of the modifications to the Highland-wide Local Development Plan as reccomended following Examination of the Plan. To this end we have produced an SEA Update Statement and sent this to Scottish Ministers, this will be incorporated into the Finalised Strategic Environmental Assessment Environmental Report which will be published for information alongside the adopted version of the Highland-wide Local Development Plan. The next stage is the Post Adoption SEA Statement – this explains how the comments received on the Revised Environmental Report have been taken into consideration in bringing forward the Highland-wide Local Development Plan. We will produce this as soon as possible following adoption of the Highland-wide Local Development Plan.

Habitats Regulations Assessment (HRA)

Article 6(3) of the EC Habitats Directive requires that any plan (or project), which is not directly connected with or necessary to the management of a European site, but would be likely to have a significant effect on such a site, either individually or in combination with other plans or projects. The Highland Council have worked in partnership with Scottish Natural Heritage to bring forward a finalised Habitats Regulations Appraisal (including Appropriate Assessment) taking into consideration the changes made to the plan following examination. Equalities Impact Assessment

To accompany the Highland wide Local Development Plan Main Issues Report we have produced an Equalities Impact Assessment. This document helps us to identify if the Highland wide Local Development Plan will affect different groups of people in different ways. We have produced a Screening Report which can be downloaded below and we have determined that a full Equalities Impact Assessment is not required.

The above EqIA Screening has been revised and a cumulative assessment of the contents of the Highland wide Local Development Plan has been produced. You can download the revised EqIA Screening Report on the link below.

Checklist

To make sure we are meeting requirements on Strategic Environmental Assessment, Equalities, use of the Gaelic language, and community engagement we have produced a checklist which is used by the Development Plans team. A completed checklist can be viewed below which sets out how we have or how we aim to meet requirements in the production of the Main Issues Report Stage of the Highland wide Local Development Plan.

We will be revising and updating this checklist once the proposed plan has been prepared.

Inverness, Nairn and A96 Corridor Transport Study

A study has been undertaken to assess the likely impacts of development promoted in the Local Development Plan.  This study was undertaken by Highland Council, but involved significant involvement from Transport Scotland.  This can be viewed below:
