SPP 3 Planning for Homes (2008) sets out The Scottish Government’s policy on the identification of housing requirements, the provision of land for housing and the delivery of homes through the planning system. The overarching aim is to refocus the role of planning in the delivery of housing, from debates around the calculations of housing requirements and land availability, to building a better, more diverse range of housing to serve the economic, social and environmental aspirations of Scotland.
The Highland Council aims to fulfill the requirements of SPP3 by developing both its Highland Wide Local Development Plan and Local Housing Strategy as part of a single process. This Housing Need and Demand Assessment shows that there is a current backlog of need for affordable housing and that we expect a significant requirement for both affordable and open market housing to continue through the next decade and beyond. These findings have been used to help identify the issues that are included in the Development Plan Main Issues Report published in August 2009. This Assessment is published in parallel, and the feedback gained through consultation on the Development Plan Main Issues Report will be used to develop:
- The Local Housing Strategy which will be published in November 2009; and
- The Highland-Wide Local Development Plan, which will also be published in November 2009.
