What is Highland ePlanning Web Access?

This page gives a brief overview of what Highland eplanning Web Access is and how to use it.

Highland ePlanning Web Access is an online tool that enables you to search, view, monitor and comment on planning applications in Highland. You can search and view historical details on planning applications as well as view and comment upon current applications.

Highland eplanning Web Access provides live and up to date access to information held by Highland Planning Authority. It provides a live link through to Highland Council's planning database and all information entered onto the system is immediately available through Highland eplanning Web Access, with some necessary restrictions.

How to use Highland ePlanning Web Access

The user guides below explain how to use Highland ePlanning Web Access. In the forthcoming months, these documents are to be consolidated into a single new user guide:

Create a user account

Anyone can use the Highland ePlanning Web Access site to view planning applications, but to take advantage of the advanced profile features that allow you to save searches and track applications, you must first register a user account. An explanation of how to do this is given in the "How to use Highland eplanning Web Access" attachment above.

Please be assured that your personal data will be protected and handled by Highland Council as the Data Controller outlined within the Data Protection Act.  You can delete your account youself at anytime. Also, bear in mind that if you do not use the account for 90 days, it will be automatically deactivated and you will have to set up your account again.

Search for applications

Highland eplanning Web Access provides a variety of methods to allow you to find the information you are looking for:

  • Basic search – search for applications, appeals or enforcements according to some entered text
  • Advanced search – search according to a wide combination of factors
  • Map search – search using an interactive map tool (please note that this tool is currently undergoing revision and may occassionally not work properly)
  • Property search – search for a particular property to which applications may apply
  • Weekly/monthly lists – search for applications whose status is validated or decided within a particular time period.

Searches that you want to perform frequently can be saved so that they may be repeated easily as often as you like. You need to create a user account to be able to use the saved search feature.

Track applications

You need to create a user account to be able to track applications.

Any application, appeal or enforcement can be tracked so that you can keep up to date with its progress without having to search for it again. Once you have retrieved an application using one of the search methods, clicking the Track button adds this application to your Tracked Applications list.

When applications that are the subject of a saved search or are in your Tracked Applications list are modified, a list of those applications will appear in the Notified Applications page. You will also be sent a notification email.

Comment on applications

You need to create a user account to be able to submit comments online on applications.

The online comments facility allows you to make comments on applications. Once you have retrieved an application using one of the search methods, clicking the Comments tab displays how many comments about the application have been made. To add a comment, click on the Make a Comment button.

Online comments will form part of the overall representations made and be collated with normal letters of representation (comment, objection or support) for a planning application or development.

There are restrictions in place. This facility will be moderated. The use of inappropriate words, phases are not allowed. Salacious, malicious and defamatory comments are not allowed and appropriate action will be taken if such comments are found.

The online comment facility is for your use, to increase your input into the planning process. Please do not abuse it.

Please note

Highland eplanning Web Access is best viewed using Internet Explorer version 5.5 or above.  The Highland Council recommend a screen resolution of 1024 by 768 (with a minimum resolution of 800 by 600) and at least 256 colours.
