Asset Management

Asset management sets out the approach to be used in acquiring, maintaining, improving and disposing of an asset.  It is a structured, long term approach to planning optimal maintenance and eventual renewal of infrastructure.

Background
The government is encouraging the development of asset management plans to assist in the production of Whole of Government Accounts. This will see the introduction of financial reporting of current values of assets rather than historical ones.

Asset management is one of the nine projects in the Corporate Improvement Programme. The Corporate Asset Management Plan identifies several sub-plans, including the Road Asset Management Plan (RAMP), as key documents to enable delivery of the Council’s corporate objectives.

Road Asset Management Plan
The Road Asset Management Plan 2012/13 is the second version of an infrastructure asset management plan produced by The Highland Council. It was developed through participation in the Society of Chief Officers for Transportation in Scotland (SCOTS) project to produce a common framework for road asset management plans in Scotland.

The RAMP describes the approach The Highland Council uses in managing its’ infrastructure network. Developing the document has highlighted areas where improvements to current practice would benefit the application of asset management. Utilising asset management techniques will encourage a move towards a long term, structured approach to management of the network.
