Living Support Payment (LISP)
About the payment
At the Highland Council meeting on 22 September 2022, Elected Members agreed to provide a non-recurring package of welfare support for households most disproportionately impacted by the cost of living crisis.
Support will be provided to customers who were liable to pay council tax on 31 August 2022 and, were either in receipt of Council Tax Reduction or were exempt from Council Tax due to one of the 3 criteria below.
- Severe Mental Impairment
- not residing in their main home as they are providing or receiving care elsewhere
- aged under 18 who are liable for Council Tax
Payments are due to be made on 30 November 2022.
Those who are eligible will receive a one-off, non-refundable, payment of £145 per household, paid to the person primarily liable for Council Tax
We have identified those who are eligible for the £145 payments and have written to all those entitled, providing them with the relevant details.

Eligibility
You will need the following to complete the LISP form:
- Unique reference number (top right-hand corner of your letter)
- LISP number (top right-hand corner of your letter)
- A bank account that accepts bank payments

The Post Office and some building societies will not accept a bank payment. If you do not have a bank account that will accept a bank payment, call us on the number above for further advice
