Plana Gàidhlig - Gaelic Language Plan 2023-2028

Tha Comhairle na Gàidhealtachd fìor thoilichte fiosrachadh às ùr a thoirt seachad mu thrì tachartasan poblach airson 4mh dreachd Plana Gàidhlig Chomhairle na Gàidhealtachd 2023–28 a tha a’ dol a-mach gu co-chomhairleachadh poblach a mhaireas sia seachdainean.

Chaidh dreachd Plana Gàidhlig Chomhairle na Gàidhealtachd ullachadh mar sgrìobhainn reachdail airson a chur a-steach gu Bòrd na Gàidhlig mar fhreagairt dhan bhrath fhoirmeil gum feumar Plana Gàidhlig ullachadh a rèir Earrainn 3 de dh’Achd na Gàidhlig (Alba) 2005.

Tha dreachd Plana Gàidhlig Chomhairle na Gàidhealtachd 2023–28 a’ mìneachadh amasan is miannan-adhartais na Comhairle airson na Gàidhlig agus a cultair thar nan còig bliadhna a tha romhainn, agus mar a thèid an coileanadh. Tha e cuideachd a’ mìneachadh structar foirmeil a bheir cothrom dhan Chomhairle taic a thoirt do chànan is chultar na Gàidhlig. Tha seo a’ neartachadh leasachaidhean làithreach agus a’ toirt a-steach iomairtean is targaidean ùra is adhartach, far a bheil sin iomchaidh.

Tha fòcas soilleir aig Comhairle na Gàidhealtachd air a bhith a’ meudachadh nan cothroman airson a bhith ag ionnsachadh na Gàidhlig tro dhòighean traidiseanta a leithid chlasaichean aghaidh ri aghaidh, agus cuideachd tro bhith a’ dèanamh feum de na teicneòlasan as ùire. Tha teicneòlasan a’ sìor leasachadh agus tha iad a’ cur gu mòr ri ìomhaigh adhartach, chruthachail is mhac-meanmnach airson na Gàidhlig agus a cultair.

Tha e cudromach tuigsinn gur e ùrachadh dhen Phlana Ghàidhlig làithreach a th’ ann am Plana na Gàidhlig 4 agus gu bheil mòran dhen obair a thathar a’ mìneachadh a’ dol air adhart gu leantainneach. 

Gus na h-àrd-amasan seo a choileanadh, tha fòcas làidir fhathast aig Comhairle na Gàidhealtachd air na gnìomhan sònraichte a leanas ann an:

  • Coimhearsnachdan agus Dachaigh
  • Meadhanan, Ealainean, Cultar agus Dualchas
  • Gnìomhachas agus an Eaconamaidh
  • Foghlam

Tha dreuchd chudromach aig an àite-obrach ann a bhith a’ toirt seachad is a’ neartachadh chothroman airson a bhith a’ leasachadh aire mun Ghàidhlig is cleachdadh na Gàidhlig, agus ann a bhith a’ gabhail brath air na leasachaidhean as ùire ann an teicneòlas.

Thuirt an Comhairliche Raymond Bremner, Ceannard Chomhairle na Gàidhealtachd, “Tha e cudromach toirt fa-near nach eil dreachd Plana na Gàidhlig 4 a’ dol an àite a’ Phlana Ghàidhlig a th’ againn an-dràsta, no gu dearbh an àite nam planaichean Gàidhlig a bh’ againn roimhe. Tha e a’ togail air agus a’ neartachadh geallaidhean leantainneach, soirbheachasan, is coileanaidhean Chomhairle na Gàidhealtachd ann a bhith a’ leasachadh na Gàidhlig agus a cultair.

Lean e air adhart, “Tha a’ Chomhairle moiteil às na tha i air a choileanadh a thaobh a bhith a’ neartachadh a’ chànain thar nan seirbheisean aice air fad agus am measg nam prìomh chom-pàirtichean aice. Tha seo a’ cur ri luach is mathas nithean foghlaim, sòisealta, cultarail is eaconamach na Gàidhealtachd san fharsaingeachd.”

Thuirt e cuideachd, “Tha mi a’ brosnachadh dhaoine anns gach earrainn dhen chomann-shòisealta smuaintean is beachdan a chur a-steach mun dreachd Phlana. Bidh e na adhbhar misneachd cluinntinn bhuaibh seach gu bheil cothrom agaibh an seo ur beachdan a chur an cèill mu àm ri teachd na Gàidhlig sa Ghàidhealtachd.”

Thuirt an Comhairliche Calum Rothach, Cathraiche Comataidh Gàidhlig Chomhairle na Gàidhealtachd, “’S e sgrìobhainn chudromach a tha seo, agus tha mi a’ brosnachadh chom-pàirtichean is bhuidhnean uile tighinn an lùib a’ chòmhraidh agus freagairt a chur a-steach.

“Tha Gàidhlig is cultar fìor chudromach anns gach taobh de bheatha na Gàidhealtachd is nan Eilean. Tha seo follaiseach sna h-ainmean-àite lìonmhor a tha a’ tighinn on Ghàidhlig sa chruth-thìre bheairteach is mheasgaichte againn, eadar Àird nam Murchan is Ach na Cloiche agus gach àite eatarra.”

Lean e air adhart, “Tha Comhairle na Gàidhealtachd a’ gealltainn gun glèidh is gum fàs i an cànan anns gach roinn, eadar coimhearsnachdan anns gach àite agus lìbhrigeadh corporra ann an seirbheisean na Comhairle.

Tha mi cuideachd airson dèanamh cinnteach gu bheil na tha sinn ag amas air a lìbhrigeadh sa Phlana an dà chuid so-dhèante agus seasmhach – gu h-àraid nuair a tha sinn ag obair le stòrasan cuingealaichte. Tha sinn airson cumail oirnn le dòigh-lìbhrigidh innleachdach, agus tha sinn a’ faicinn gur e sàr-eisimpleir de chleachdadh math a th’ ann an obrachadh com-pàirteach, fhad ’s a tha sinn a’ gluasad ann an dòigh adhartach bhon Phlana a th’ againn an-dràsta gu dreachd ùraichte le Plana na Gàidhlig 4.

“Tha mi a’ toirt a’ chothruim seo taing a thoirt dhuibh ro làimh airson ùine a chur seachad a’ cur a-steach nam freagairtean agaibh agus airson ceangal a thogail leis a’ Phlana. Tha mi cuideachd a’ coimhead air adhart ri ur faicinn aig na seiseanan far am faod sibh tadhal a-staigh is com-pàirt a ghabhail.”

Bidh trì seiseanan ann far am faodar tadhal a-staigh is com-pàirt a ghabhail. Bidh ceòl is strùpag ann cuideachd!

New consultation dates on Highland Council’s fourth Gaelic Language Plan  

The Highland Council is delighted to update on 3 public engagement events for the 4th draft Gaelic Language Plan 2023–28 which is being submitted for a 6-week public consultation. 

The Highland Council draft Gaelic Language Plan has been prepared as a statutory document for submission to Bòrd na Gàidhlig in response to the formal notice of requirement to prepare a Gaelic Language Plan and regarding the requirements set out in Section 3 of the Gaelic Language (Scotland) Act 2005. 

The Highland Council’s Gaelic Language Plan 2023–28 sets out the Council’s aims and ambitions for Gaelic and culture over the next five years, and how these will be achieved. It also sets out a formal structure for The Highland Council’s support of the Gaelic language and associated culture, strengthening current developments and introducing updated and progressive initiatives and targets, where appropriate.

The Highland Council has a clear focus on increasing the opportunities for learning Gaelic by traditional means which include face to face classes, also maximising and embracing the innovative technologies. The evolving technologies continue to significantly enhance and generate a highly positive, creative, and imaginative image of the language and its associated culture.  

It is important to understand that the draft Gaelic Language Plan 4 is a refresh of the current Gaelic Language Plan and so much of the work is continuing and ongoing.  

To achieve these aspirations The Highland Council continues to have a strong focus on the following specific actions in: 

  • Communities and Home
  • Media, Arts, Culture and Heritage 
  • Business and the Economy 
  • Education

The workplace plays a significant role, providing and enhancing opportunities in relation to developing Gaelic awareness, usage, and taking advantage of the current evolution in modern technologies. 

Highland Council Leader, Cllr Raymond Bremner said: “It is important to realise that the draft 4th Gaelic Language Plan does not replace our current, and indeed previous Gaelic Language Plans. It builds on, and enhances The Highland Council’s ongoing commitments, successes, and achievements in developing and sustaining Gaelic and cultural development.  

He continued: “The Council is proud with its achievements in strengthening the language across all its Services and its key partners, this contributes to the broad educational, social, cultural and economic value and wellbeing of the Highlands.” 

He added, “I encourage people in all sectors of society to submit thoughts and ideas on the draft plan. It will be encouraging to hear from you as this is an opportunity to express your views on the future of Gaelic in the Highlands.”  

Councillor Calum Munro, Chair of Highland Council’s Gaelic Committee said, “This is an important document, and I would encourage engagement from all partners and groups to respond to the draft.  

“Gaelic and culture are hugely important to the fabric of the Highlands and Islands. This is evident by the abundance of topographical names which derive from Gaelic in the rich and varied landscape from Ardnamurchan to Achnacloiche and all places in between and beyond.”  

He continued, “The Highland Council is committed to the preservation and growth of the language through all its sectors, from our communities to the corporate delivery of Council services.  

“I also wish to ensure that what we aim to deliver in the Plan is both achievable and sustainable, especially when operating within limited resources. We aim to continue to be innovative in our delivery, and we view partnership working as an excellent example for best value, as we move forward in a progressive manner from the current Plan to the refreshed and updated version Gaelic Language Plan 4.

  • Wednesday 29 March, 3-6pm at Bun-Sgoil Ghàidhlig Inbhir Nis   
  • Monday 17 April, 3–6pm at Archive Centre – Portree High School
  • Tuesday 18 April, 3–6pm at Bun-Sgoil Ghàidhlig Loch Abar
