The remit of the North Planning Applications Committee (NPAC) is to exercise delivery of the development management and enforcement functions in regard to:

  • Town and Country Planning
  • Building Standards
  • Listed Buildings and Conservation Areas
  • Hazardous Substances
  • Enforcement
  • Tree Preservation Orders
  • Crown Land

Also, to respond to consultations from Scottish Ministers on energy developments, where such functions and powers are not delegated to Officers or where Officers have declined to exercise their delegated powers

An application originally considered at the Committee and subject to a Notice of Amendment (Planning) is re-considered at the Planning, Development and Infrastructure Committee.  Applications for planning permission which relate to or are falling within the category of 'national development', or 'major development', which are considered to be significantly contrary to the development plan, are considered at the Highland Council.

Further details of the terms of reference and the powers and duties delegated to the Committee are set out in the Council's Scheme of Delegation
