Purpose
The Highland Council created the Citizens’ Panel in 2010. The panel is made up of around 2,300 residents from the Highland population who have agreed to take part in consultation activity. This is to help the Council to find out what Highland residents think about Council services and ensure that communities take part in shaping services in the future. -
Description
This privacy notice relates to the collection of feedback and personal details for the Citizens’ Panel. Personal details are collected in order to ensure there is a balance within the Panel. We will collect the following personal data including special category data –
- Full name
- Address
- Phone numbers
- Email addresses
- Ethnicity
- Sexuality.

If you don't give us your information
If you do not provide the required personal information you cannot be a member of the Citizens’ Panel. This is because the Panel is necessarily constructed of a representative group of Highland residents. If personal details cannot be provided, a balance of Panel members cannot be made.

In order to process your data we obtain explicit consent from you under Article 6(1)(a) and Article 9(2)(a) for special category data.

Who we share your information with
The information is shared between Highland Council and its partners. Partners such as Police Scotland and NHS Highland may occasionally also send you surveys.

How long we hold your information
Your name and contact details will be retained for the period you are part of the Citizens' Panel (on average 3 years) in order to deliver surveys for you to complete. Additional demographic data you provide (such as age, gender and employment status) will also be held for this length of time in order to assess the demographic representation on the panel in comparison to Census records - however, this demographic information will not be shared with any other parties. The demographic information helps us to ascertain whether the panel is an accurate representation of the Highland population. After three years, your contact details will be erased. Demographic information and resultant statistical deductions will be held for longer - these will not be attributable to names or contact details as this information will have been erased.
